Containing Wild Tour Huangshan Scenic Spot and Implementing the First Paid Rescue: A Charge of 3206 Yuan

Paid rescue is not for collecting money but for curbing outing

The first paid rescue fee of Huangshan Scenic Area is 3206 yuan

There is another outdoor tourism boom in summer. At the same time, it is not uncommon for donkey friends to enter undeveloped and unopened areas. In early July, three donkey friends disregarded the ban on climbing and illegally entered the core area of the bottom of the boat in Luokeng Nature Reserve, Qujiang, Guangdong Province. They were trapped and eventually rescued by rescue workers. In early July, seven donkey friends in Qianxing Village, Toudu Town, Nanchuan District, Chongqing were trapped in exploring an open Canyon and rescued by firefighters after 14 hours. In early June, when seven donkey friends formed a team to cross the Wolong National Nature Reserve in Sichuan Province, an accident occurred in Daxuetang, in which a female member of the team was killed. Seven donkey friends were suspected of entering the buffer zone and the core zone of the National Nature Reserve in violation of regulations. One person paid the price of his life, and the other six were fined 5,000 yuan by the public security organs respectively.

Not long ago, there were also wild tourists trapped in Huangshan Scenic Area requesting rescue. Huangshan Scenic Area Management Committee charged fees for this rescue according to the provisions of Measures for the Implementation of Paid Rescue in Huangshan Scenic Area (hereinafter referred to as Measures). It also became the first paid rescue in Huangshan Scenic Area. Wangs relatives remit 3206 yuan of paid rescue money to the designated account of Huangshan Scenic Area Management Committee on their behalf. In fact, the cumulative cost of this rescue is far more than that.

Is it the Public Security Bureau? A tourist may be trapped on a cliff. Can you help him? At 13:28 on June 1, the command center of Huangshan Scenic Area Public Security Bureau received an alarm from Yang Mou (a pseudonym), an individual businessman in Tangkou Town, saying that tourist Wang Mou was suspected of being trapped in Ciguang Pavilion area of Huangshan Scenic Area, and asked the Scenic Area for rescue. 110 immediately ordered the emergency rescue brigade brigade brigade of the Scenic Area to carry out rescue.

Five minutes later, the rescue brigade launched a plan to coordinate the use of technical means by the Public Security Bureau of the scenic area to preliminarily determine the trapped areas of tourists. At the same time, the search was carried out in the vicinity of the Ciguangge District Organizing and Management Committee for Comprehensive Management, Fire Prevention and the staff of the Environmental Sanitation and Tangkou Tourism Service Company of the joint stock company. At 1451 hours, rescuers found Wang Mou-mou on the eastern slope of Zhushafeng, surrounded by nearly vertical cliffs. Wang Mou-mou was in a dilemma.

Subsequently, the scenic spot police station Changjiang Chengping led five rescue teams from the Ciguang Pavilion ticket gate along the Zhushafeng mountain body to rescue, each carrying about 15 kilograms of rescue equipment, along the road more exposed rock walls, very smooth, no place to focus, the rescue process is very difficult.

At 1723 hours, rescuers arrived at a ridge about 10 meters above Wang Mou. Subsequently, rescuers used ropes and other equipment to safely transfer Wang Mou to the upper ridge, put on his helmet and gloves, and escorted him back after a little rest.

At 20:33 on the same day, the rescue team returned to Ciguang Pavilion safely, and the rescue mission ended on the spot. It took 7 hours and 5 minutes from receiving police to safely descending the mountain.

After inquiry, Wang Mou crossed the barbed wire fence near Ciguang Pavilion box office in Huangshan Scenic Area on the same day, and went directly into the undeveloped and unopened area without buying tickets. He accidentally slipped from the rock wall and fell on a platform under the rock wall. After that, Wang tried to climb up, but failed because of the slippery wall. Due to the lack of power and bad signal on his mobile phone, he then asked Yang Mou, an individual he had known before, for help through Wechat.

Reporters also learned that the rescue accorded with the provisions of paid rescue in the scenic spot and met three principles: first, the trapped persons were adults, their mental health and intelligence were sound, and they were citizens with full civil capacity; second, they did not abide by the management regulations of the scenic spot and entered undeveloped and unopened areas without authorization (in this rescue, the rescue work was carried out in accordance with the regulations of the scenic spot management). Wang Mou-mou was trapped in a cliff, far from the normal sightseeing trail, whose overturned protective blockade had obvious prohibition signs tens of meters away; third, the parties were in a difficult or dangerous state (Wang Mou-mou was in a dilemma, could not get up and down, and called the police for help).

The cumulative cost of the rescue was 15,227 yuan, of which 3206 yuan was paid, which was borne by Wang Mou-mou, the party concerned. He said he had no objection. There are clear formulas and detailed reference standards for calculating each cost. Cheng Guanghua, member of the Party and Labor Committee of the Huangshan Scenic Area Management Committee and deputy director of the Management Committee, introduced that after the visitors had asked for help, the Management Committee strictly adhered to the regulations, insisting on rescue first and charging later, and timely informing the tourists about the management system and the provisions of paid rescue.

Reporters inquired about the list of rescue expenses and found that the calculation of personnel labor costs was based on the average annual wage of 74487 yuan divided by 365 days in public management, social security and social organization industries in towns and cities of Anhui Province in 2017, multiplied by twice the weekend wage, multiplied by the number of people involved in rescue, and the vehicle costs were calculated by Tangkou Town to Tianjin. The one-way fare of Ciguang Pavilion Tourist Vehicle is 19 yuan per person multiplied by the number of people participating in the rescue; the cost of ropeway is the one-way fare of Yuping ropeway multiplied by the number of rescuers arriving at Ciguang Pavilion in Yuping area.

Reporters learned that in the first half of 2018, before the introduction of the Measures for the Implementation of Paid Rescue in Huangshan Scenic Spot, there were messages from the public and netizens that If you dont have money, you deserve to be hanged on the cliff. Others were worried that there would be sky-high price rescue and other issues. From the perspective of this rescue, there was no such phenomenon.

Huangshan Mountain is a world cultural and natural heritage, and its status in domestic tourist attractions is self-evident. It is understood that the Huangshan Scenic Area has the characteristics of deep mountains and valleys, dangerous terrain and steep tourist paths. Every year, many tourists enter undeveloped and unopened areas of the scenic area for outdoor activities. Before that, rescue incidents of different levels occurred every year. Some tourists also carried fire into the mountains and started fires in the field. This is undoubtedly the scene. Regional forest resources pose a serious threat.

At the beginning of 2018, the Huangshan Scenic Area Management Committee began to draft the Measures for the Implementation of Paid Rescue in Huangshan Scenic Area. On the basis of collecting expertsopinions, the Measures were formally implemented on July 1 of that year after several adjustments in thinking and revisions in wording. This method has played a deterrent role in attempting to enter the undeveloped and unopened areas of Huangshan scenic spot. According to statistics, since July 1, 2018, there have been three batches of 41 tourists trying to enter undeveloped and open areas within the jurisdiction of the Administrative Committee. Compared with the previous year, the number of tourists attempting to enter undeveloped and undeveloped scenic areas dropped by half and 45%.

It is understood that some foreign regions and scenic spots have already implemented a paid rescue system. In October 2014, the Daocheng Aden Scenic Area in Ganzi Tibetan Autonomous Prefecture of Sichuan took the lead in implementing paid rescue, becoming the first crab eater in China. The Siniangshan Scenic Area also launched paid rescue on September 1, 2018.

At present, many laws and regulations, such as Tourism Law, Regulations on the Administration of Scenic Spots, Anhui Tourism Regulations, and Huangshan Scenic Spot Management Regulations, have made specific provisions on the behavior of donkey friends entering unsafe areas and paid rescue.

Cheng Guanghua said that the purpose of paid rescue is not to collect money or impose price charges, but to effectively curb unauthorized access to undeveloped, undeveloped regional tourism or exploration, better safeguard the safety of touristslives and property and the safety of ecological resources in scenic spots, as well as to save the limited scenic spots. Aid forces and rescue funds are invested in the rescue and rescue support of tourists on regular tourist routes. Specialization and standardization of rescue in scenic spots are strengthened to enhance touristssatisfaction and security.

In addition, reporters found that there are also media and netizens to make suggestions on paid rescue: The reason why tourists are in distress, whether it iscapriciousor there are objective reasons, the specific definition is often more complex.

In this regard, Cheng Guanghua told reporters that Huangshan Scenic Area will seriously adopt the opinions and suggestions of the media and netizens, and combine with the rescue work practice of the scenic area, further modify and improve the paid rescue methods, improve the relevant supporting system, make full plans for various situations, improve the level of rescue work in Huangshan, and better guarantee the brigade. Touristslives and property are safe.
