The CPC Central Committee and the State Council attach great importance to deepening the reform of release uniforms and optimizing the business environment. On June 25, 2019, Premier Li Keqiang delivered an important speech at the National Telephone Conference on Deepening the Reform and Optimizing the Business Environment of Deposit and Control Clothing, deploying and deepening the reform of Deposit and Control Clothing and speeding up the establishment of a market-oriented, legalized and international business environment. Specific measures:

1. By the end of September 2019, a new version of the negative list of market access will be revised, the list items will be reduced, and the market access restrictions will be further relaxed through pilot projects focusing on services. The management mode of one list for the whole country is implemented, and a unified list code system for the whole country is established. It is strictly forbidden for all regions and departments to issue negative lists of the nature of market access on their own. 2. In 2019, we will revise the Rules for the Implementation of the Fair Competition Review System (Interim). 3. By the end of September 2019, special renovation in the field of tendering and bidding will be deployed. In 2019, the central level will cancel the decentralization of a number of administrative licensing matters. 3. Deepening simplification and decentralization of government in the field of transportation. 3. (4) Vigorously clean up the qualification licensing matters with too many degenerate categories and too detailed division. 1. Specific measures:

Before the end of 2019, the pilot project of separation of licenses reform was launched in the free trade pilot area. 1. By the end of August 2019, we will promote the establishment of special areas for enterprises to cancel online services and realize the cancellation of one network services. Tax cancellation classification will be implemented to simplify the cancellation procedures of social security, commerce and customs, and reduce the cancellation time of enterprises. We will promote the pilot project of simple cancellation of registration for enterprises, and allow enterprises terminated with simple cancellation of registration to apply for simple cancellation again after meeting the requirements. (9) To carry out the reform of the examination and approval system for construction projects in an all-round way, reduce the examination and approval time and links, and further reduce the examination and approval time where conditions permit, on the basis of ensuring that the examination and approval time is reduced to less than 120 working days. 1. 3. (10) Governing all kinds of unreasonable charges, preventing the abnormal growth of local non-tax revenue and offsetting the policy effect of tax reduction and fee reduction, we must not increase fee items any more to ensure that the goal of tax reduction and fee reduction is in place. 2.
