According to Xinhua News Agency on August 11, Quan Zhenggen, director of the U.S. Bureau of the DPRK Foreign Ministry, said on the same day that it was difficult for North and South Korea to achieve contacts before South Korea and the United States stopped joint military exercises.

The report also revealed that North Koreas top leader, Kim Jong-un, guided a new type of weapon test firing on the spot on October 10.

Since late July, North Korea has launched many times. South Korea has said that North Koreas actions are not conducive to easing tensions on the peninsula and urged the DPRK to stop similar actions.

South Korea and the United States launched joint military exercises in the second half of 2019 on May 5. A spokesman for the DPRK Ministry of Foreign Affairs condemned the joint military exercises on June 6 as contrary to the spirit of Singapores DPRK-US Joint Statement and the DPRK-ROK Declaration Series. The spokesman said that the United States and South Korea have an inescapable responsibility for the possible reactionary measures by the DPRK.
