The first hour fee is lower than the original meter

According to an indictment filed by the Peoples Procuratorate of Nansha District, Guangzhou City, Guangdong Province, from January 2008 to September 2011, Lin Mou, then the legal representative and general manager of Guangzhou Electronic Parking Management Co., Ltd., paid the then Guangzhou Transport Committee a shopping card bribing 71,000 yuan in cash and 60,000 yuan in value for the company.
