Zhou Xiaochuan: Financial opening is an integral part of the overall opening up

He recalled that early opening-up paid more attention to attracting foreign investment, which was also reflected in the financial industry. For example, when introducing foreign banks, we should look at the scale of assets and take more consideration of attracting foreign capital; there are similar phenomena in the capital market.

Zhou Xiaochuan pointed out that one way of thinking once occupied a more important position, that is, opening up to the outside world should properly grasp the rhythm, so that domestic emerging industries can grow sufficiently before opening up. However, this approach is often controversial, and it is difficult to determine the time and pace of opening up.
