In a shutdown enterprise, dangerous chemicals cause corrosion cracking and leakage of metal pipes.
Li Shiping, a 50-year-old who maintains mango trees near the factory, said that the pungent fumes emitted every day, as well as the falling dust, are not good for crops.
At about 18:00 on July 7, about one hour before sunset, Panzhihua vanadium-titanium High-tech Zone originally emitted small white smoke or blue smoke chimneys, and its emissions increased dramatically. Thick white smoke, pale yellow smoke and light black smoke sprayed out from chimneys and were in the vanadium-titanium high-tech zone, where the sky was originally seen rising. White clouds, soon blocked by smoke, emit a strong pungent smell in the air.
About 500 meters away from the vanadium and titanium high-tech zone, Li Shiping, a 50-year-old man in Jinjiang Town, is maintaining mango trees. He says the pungent fumes emitted every day, as well as the falling dust, are not good for crops. If the vegetable vendors dont accept the vegetable, they will let the rotten land, which happens every year, and then they will plant mango instead.
Fruit grower Xiao Zhang told reporters that the closer the mango tree is to the factory, the less long and fruitless it will be. He pointed to the mango forest on the opposite hill far from the industrial park and said, Look, there are full fruits hanging over there now.
Along the vanadium-titanium high-tech zone, we can see hundreds of enterprises such as mineral processing, steelmaking and chemical industry, which extend to about 2 to 3 kilometers from low to high and follow the inclined mountain layout close to the Jinsha River.
Panzhihua City belongs to a variety of climate types in the South subtropical-north temperate zone, which is called the subtropical and semi-dry climate of plateau Valley in hot and dry valley area.
Yang Yong, president of Hengduan Mountain Research Association, said that there is an inversion layer in the Jinsha River valley of Panzhihua, which is an area where pollutants are concentrated, at an altitude of more than 1000 to 2000 meters, or between 1200 and 1500 meters. In recent years, Panzhihua City has increased pollution control, and the overall environment has greatly improved. However, the overall situation is still grim because of the unstable environmental quality in Panzhihua area under the special background of narrow environmental capacity, poor climate conditions, concentration of pollution sources, large emissions and high environmental sensitivity.
An old man surnamed Yang in Manhattan District of Panzhihua City said that the emission peak began in the late night, especially in the early morning. He dared not open the windows at night, otherwise he could not sleep at all. In the morning, the pungent smell hasnt spread out yet.
Resident Mr. Bai said that the pungent smell could not be dissipated until noon.
Liu Feng, deputy director of the Management Committee of Panzhihua Vanadium-Titanium High-Tech Development Zone, said that the park enterprises should meet the emission standards, but due to the limitation of the environmental capacity of the park, it may produce some odors, and what is unclear.
Countdown of water pollution control

Li Shiping, a fruit grower in a mango field nearby, said that there were factories on top of the current, but we did not know where the water came from, sometimes large, sometimes small, and flowed down into the Jinsha River.
Reporters in the vanadium and titanium High-tech Zone Park along the Bank of the Jinsha River saw two areas with dense distribution of sewage pipes, one of which had been cut off and abandoned, and several intact metal pipes with diameters ranging from 20 to 30 centimeters were mostly buried underground, and the pipes disappeared near the Bank of the Jinsha River.
For the existing suspected sewage pipelines connected to the Jinsha River, the responsible person of Panzhihua Propaganda Department said that for the problems reported by reporters, the Bureau of Ecological Environment and Vanadium-Titanium High-tech Zone should be coordinated for immediate investigation, and thorough clean-up should be carried out regardless of whether there is any discharge phenomenon.
Liu Feng told reporters that at present, six titanium dioxide enterprises and sponge titanium industrial wastewater from Panzhihua Iron and Steel Co., Ltd. in the vanadium-titanium high-tech zone are mainly collected by the industrial wastewater centralized treatment plant of the vanadium-titanium high-tech zone. At present, these enterprises discharge 30,000 cubic meters a day, accounting for more than 90% of the total discharge from more than 100 enterprises in the park.
Liu Feng introduced that 11 concentrators in the vanadium-titanium park along the Jinsha River had been discharged directly from the Jinsha River in the past because of tailings and wastewater. After being exposed by CCTV, all of them were shut down for treatment. At present, four enterprises resume production, and another enterprise continues to carry out environmental protection transformation, which is expected to resume production in August.
Liu Feng said that in accordance with the discharge requirements, the vanadium and titanium High-tech Zone industrial sewage treatment plant in December 2017 to start the bid expansion project related work.
The total investment of the project is about 450 million, the design capacity is raised from 25,000 cubic metres to 60,000 cubic metres per day, and the design discharge standard is upgraded from the first level of Integrated Wastewater Discharge Standard to the first level of A standard of Pollutant Discharge Standard of Urban Sewage Treatment Plant.
In addition, there are more than 10,000 industrial workers in the vanadium and titanium industrial park, and domestic sewage treatment plants are also being built as required.
The projects of the two sewage treatment plants under construction will be completed and put into operation by the end of the year.
According to Li Li Li, deputy director of Panzhihua Eco-environment Bureau, the project of water environmental protection measures in Panzhihua reach at the end of Wudongde Hydropower Station, the total investment of the project is 2.24 billion yuan, involving the renovation or construction of eight sewage treatment plants in the city, and the supporting construction of other pipeline networks and monitoring facilities. The investment of industrial sewage centralized treatment plant and domestic sewage treatment plant in vanadium-titanium high-tech zone is more than 500 million yuan.
It is reported that Wudongde Hydropower Station will test impoundment at the end of the year and power generation in the middle of next year. Li Li said that the water pollution control of Panzhihua City, including the Vanadium and Titanium Park, should be completed by the end of the year.
Lighting the Skylight and Extinguishing the Skylight

The flame ignited by the exhaust gas from the electric furnace of yellow phosphorus plant is called torch or sky lamp by some people in the industry.
On January 1, 2009, the Ministry of Industry and Information Technology formulated the Access Conditions for the Yellow Phosphorus Industry, one of which clearly stipulates that the tail gas of the phosphorus furnace should not be directly discharged and burned, and that energy or resource recovery must be realized. The comprehensive utilization rate of the tail gas of the newly built yellow phosphorus plant must be more than 90%. That is to say, the direct combustion of tail gas from yellow phosphorus furnace does not meet the industry access conditions.
According to the Access Conditions for Yellow Phosphorus Industry, if exhaust gas and slag can not be fully utilized, they must be eliminated within two years from the implementation of this access condition. That is to say, by 2011, we should not see such sky-lighting again on the earth of China. However, ten years after the implementation of the Yellow Phosphorus Industry Access Conditions, we can still see such a skylight burning in Panzhihua Vanadium and Titanium Park.
Liu Feng, deputy director of the Management Committee of Panzhihua Vanadium-Titanium Hi-tech Industrial Development Zone, said that the trend of yellow phosphorus production in the whole country is gradually phasing out, but as a basic industry in the industrial chain of Vanadium-Titanium Hi-tech Zone, yellow phosphorus must be available. The purpose is to realize the utilization of acidic water resources of titanium dioxide and the efficient development and utilization of medium and low grade phosphate rock resources through a new clean production process of titanium dioxide by co-production of sulphur, phosphorus and titanium.
Liu Feng said that the park management committee is now carrying out the treatment of two yellow phosphorus plants. First, the waste water is not discharged and all the exhaust gas is stored.
Liu Feng said that the biggest problem of yellow phosphorus is tail gas. At present, enterprises have signed a military warrant and plan to carry out sky lights by the end of this year.
Tianyi Chemical Co., Ltd. said that it would increase the hot water heating device of tail gas through scientific and technological means, and use the existing tail gas washing system to recycle and use the tail gas after washing, with a utilization rate of 90%.
According to the two companies, the torch ceiling lamp will be cancelled, and the exhaust gas will be collected, purified and recycled, so as to take the lead in realizing the comprehensive utilization of yellow phosphorus exhaust gas resources in China.
On December 31, 2018, the Ministry of Ecology and Environmental Protection and the National Development and Reform Commission issued a circular on the issuance of the Action Plan for the Protection and Restoration of the Yangtze River.
In order to implement the Action Plan for Protecting and Restoring the Yangtze River and build up the ecological barrier in the upper reaches of the Yangtze River, Panzhihua has put forward the latest development concepts of vanadium and titanium and sunshine. It aims to build a vanadium and titanium capital and a healthy city, aiming at promoting Panzhihuas high-quality transformation of resource-based cities.
Fu Jianping, deputy director of Panzhihua Development and Reform Commission, said that Panzhihua promoted industrial transformation and upgrading. It was developing from silly to middle and high-end. It was carrying out the transformation from iron and steel economy to vanadium and titanium economy.
