It is understood that the current household registration of the elderly population in Shenyang City reached 1874,000, accounting for 25.12% of the total population, far higher than the national average. According to estimates, from 2007 to 2027, the citys elderly population will increase from 1.05 million to about 3 million people.
Economic reporters in the 21st century have noticed that apart from Shenyang, many places are currently recruiting for the elderly and how to play the role of the younger elderly, which has become a major focus of consideration.
In order to provide for the aged, Shenyang is going out again
However, among the 7.46 million registered households in Shenyang, the proportion of the elderly population is more than one fourth. This proportion is far higher than the national average: by the end of 2018, Chinas elderly population aged 60 and over was 249 million, accounting for 17.9% of the total population.
What should I do?
Shenyang proposed to explore the establishment of time saving mechanism and other incentive mechanisms for old volunteers. It is advocated that staff of state organs, employees of enterprises and institutions and school students participate in voluntary service activities for the aged at home. Neighborhood mutual support for the elderly is advocated, and young and healthy elderly people are encouraged to serve the elderly, living alone and empty nest.
In fact, many places have begun to implement the service of the younger to the older. For example, 37 communities in Lugouqiao Street, Fengtai District, Beijing have built a platform for young elderly volunteers to help the elderly to improve the quality of life of the elderly through door-to-door service, Wechat service, telephone help and other means.
In addition, Nanjing promotes the time bank, which proposes that volunteers participate in services when they are young, and that when their immediate relatives over 60 years old need services, they can use the time stored before to exchange. According to media reports, many volunteers are young people.
In fact, from the point of view of the speed of aging in China, it is difficult to avoid the service of the younger to the older without the rapid innovation of technological means.
The National Population Development Plan (2016-2030) predicts that the population of the elderly aged 60 years and over will grow steadily, and the growth rate will accelerate markedly in 2021-2030, reaching about 25% by 2030, with the total population of the elderly aged 80 years and over increasing steadily.
Linking Land Transfer and Old-age Care
In addition to looking for a new mode of mutual assistance for the aged, the Regulations of Shenyang ResidentsOld-age Service proposed that if the standard of home-based old-age service facilities could not be met, the home-based old-age service facilities should be included in the land transfer contract as the planning condition according to the standard.
New residential areas shall be equipped with home-based pension service facilities at the standard of no less than 35 square meters per 100 households, and shall be synchronously planned, constructed, checked and accepted, and delivered and used with residential buildings. For the land-use houses vacated by the government, enterprises and institutions, those eligible should be given priority to home-based pension services.
Economic reporters in the 21st century have noticed that speeding up the allocation of hardware for home-based pension services in communities has become a major grasp to improve pension services in many ways.
For example, in early August, Changzhou issued the Opinions of the Municipal Government Office on Further Promoting the Development of Community Home-based Old-age Service, pointing out that the construction of community home-based old-age service facilities should be included in the construction scope of urban and rural community supporting housing, and the built residential areas should be adjusted according to the standard of 15-20 square meters per 100 households. For the construction of residential districts, we should build community home-based old-age service houses with no less than 20 to 30 square meters per 100 households.
Henan has just awarded 355 million yuan for the construction of pension service system, which is used to improve the ability of urban community pension service and to make up for the shortcomings of community pension service facilities. Henan Provisions stipulate that for residential areas already built, community home-based pension service facilities should be allocated by means of purchase, replacement and lease according to the standard of not less than 20 square meters per 100 households.
