Two other policemen, Li Mou and He Mou, also appealed for improper sentencing and were rejected by the Wuhan Intermediate Peoples Court.

According to several documents published by the Judicial Documents Network, Lei Mou was sentenced to 11 yearsimprisonment by the Peoples Court of Chibi City, Hubei Province, for committing contract fraud. On July 1, 2016, the Intermediate Peoples Court of Wuhan ruled that Lei Mous term of imprisonment should be reduced by 11 months because Lei Mou received five quarterly praises and two quarterly meritorious records during his term of imprisonment. Shortly after commutation, Lei Mou escaped from prison.
It was found by the court that on September 19, 2016, Leimou was sent to Wuhan Hanyang Hospital by Caidian Prison of Hubei Province for hospital treatment due to right ureteral calculi, multiple right kidney calculi and multiple right kidney effusion. On September 22, 2016, Leimou underwent lithotripsy.
According to the relevant documents, Caidian Prison in Hubei Province clearly stipulates that during Leimous medical visit, the specific supervision measures for Leimou are as follows: arranging four police officers to be on duty for a supervisory group every day, and appointing a police officer as the group leader, ensuring 24-hour communication, reporting the situation to the prison monitoring center and prison leaders at any time; Inspected by prison leaders. Criminals must wear handcuffs, shackles and must not be opened unless necessary for inspection.
On September 23, 2016, the prison designated He Mou, Deputy instructor of a prison area, as the group leader, and Li Mou, Wan Mou and Huang Mou, the police, as the group members. The four-member supervision team is responsible for guarding Lei Mou.
At 10:20 a.m. on that day, Huang and He went to the hospital to take over duty. They found that Lei Mou did not wear restraint gear or prison uniform at that time. They also did not wear them according to the regulations.
At about 1:40 p.m. on the same day, He Mou left the supervision ward for two and a half hours and went to the outside bank for personal repayment. Around 5 p.m., He handed his mobile phone to Lei Mou for use. Lei Mou ordered a meal and a bottle of liquor and paid for the meal. He Mou and Huang Mou are in the supervision ward, eating dinner while drinking.
Wanmou arrived on duty in the supervision ward at 3 p.m. that day for his official activities. At about 7:28 p.m., Wanmou left the hospital supervision ward without the approval of the prison supervisor and returned to his home in Hanyang District of Wuhan for rest.
But Li Mou did not arrive all day. Meng Mou, a police officer in Caidian Prison, was entrusted by Li Mou at about 7 p.m. that night and came to the ward to take the place of Li Mous attendance roll call. At about 10 p.m., Meng Mou, a police officer, left the supervision ward.
Around 8:40 p.m. that day, He Mou, at Leimous request, took Leimou to withdraw money from ATM machine in the hall of the first floor of the emergency building of the hospital. The withdrawal of 900 yuan was kept by Leimou himself.

Leimou is a person from Chibi City, Hubei Province. He is 181 cm tall and weighs about 75 kg. Leimou fled from Hanyang District of Wuhan to Wuchang District, and from Wuchang to Shenshan Town of Chibi City. According to the judgment published by Judicial Documents Network, the court held that He Mou, Li Mou, Wan Mou and Huang Mou, as judicial staff, escaped Lei Mou, a prisoner sentenced to 11 yearsimprisonment, in the process of visiting a doctor on duty, resulting in serious consequences, and their acts constituted dereliction of duty leading to the escape of the detainees. Fugitive crime.
On March 28, 2017, He Mou and Huang Mou were sentenced to 11 monthsand 9 months imprisonment respectively by the Peoples Court of Jianghan District of Wuhan City. On May 14, 2018, the court sentenced Wan Mou and Li Mou respectively to commit dereliction of duty, resulting in the escape of detainees, and sentenced them to six months and seven monthsimprisonment.
Subsequently, Wanmou, Li and Huang all appealed. According to the criminal ruling of the second instance issued by the Wuhan Intermediate Peoples Court, three people were rejected.
Li Mou and Wan Mou appealed to Wuhan Intermediate Peoples Court on the grounds that the facts determined by the court were wrong and the sentencing was obviously improper, which were rejected by the court in May 2019.
Huang Mou appealed to the Hubei Provincial Higher Peoples Court for cancellation of the original sentence and acquittal on the grounds that his actions did not constitute dereliction of duty and resulted in the escape of the detainees. The court tried the cases separately and that the key evidence such as witness testimony had not been cross-examined in court and the procedure was illegal.
On May 16 this year, the Higher Peoples Court of Hubei Province held that the first instance judgment and ruling found Huang Mou guilty of dereliction of duty, resulting in the escape of detainees, sentenced him to 9 monthsimprisonment, accurate conviction, appropriate sentencing and lawful trial procedures. It shall be rejected according to law.
