Ladies and gentlemen, journalists and friends, welcome to the regular press conference of the Ministry of Human Resources and Social Security in the second quarter of 2019. Recently, our ministry participated in the relevant policy briefing of the State Council, and also organized a special press conference on summer action to eradicate arrears of wages. Today, we invite Ms. Zhang Ying, Director of the Employment Promotion Department of the Ministry of Human Resources and Social Security, and Mr. Zhai Yanli, Director of the Information Center, to attend the conference and answer your questions.

Overall, positive progress has been made in human resources social security work in the first half of this year, which is stable and orderly. The employment situation is generally stable. In the first half of this year, 7.37 million new jobs were created in cities and towns. The survey unemployment rate is stable at about 5%, and the registered unemployment rate in cities and towns in China is at a low level. All these have made positive contributions to the smooth operation of the economy. The number of basic pension, unemployment and work-related injury insurance participants in the whole country has continued to increase. The total income of the three social insurance funds is 2.87 trillion yuan, the total expenditure is 2.47 trillion yuan, and the accumulated savings is 6.96 trillion yuan. Preliminary results have been achieved in reducing the social insurance premium rate. The total amount of basic old-age insurance, unemployment insurance and work-related injury insurance for employees in enterprises throughout the country is 2.87 trillion yuan. Fee reduction of 128.8 billion yuan, the number of social security card holders 1.277 billion people, one-card service for the convenience of the people steadily advanced. At the same time, the action of upgrading vocational skills has been carried out steadily, the construction of talent team has been promoted continuously, the action of eliminating wage arrears in summer has been implemented, the labor relations have remained harmonious and stable, and new progress has been made in poverty alleviation by people and society.

Here I would like to introduce in particular some of the work done in serving the masses.

One is to compile the list and guide of examination and approval service items in the human and social system, cancel the examination and approval service items without setting basis in an all-round way, and issue a list of administrative examination and approval and public service items covering 42 items and 178 sub-items. This list covers the whole business and radiates the whole system. At present, 27 provinces have already made and published the list and guidelines of provincial affairs, which provide clear guidance for the masses and enterprises to do business and entrepreneurship.

The second is to clean up the certification matters. A total of 84 items of proof materials were cleared up and cancelled. Among them, one item of proof materials set by laws and regulations was cancelled, 10 items of proof materials set by regulations were cancelled, and 73 items of proof materials set by normative documents were cancelled.

The third is to carry out the pilot project of the system of notification and commitment of certification items, and determine to carry out the pilot project in 18 items of examination and approval services, including 6 items of social insurance business and 12 items of professional and technical personnel qualification examination registration.

Fourthly, we should promote the pension policy treatment to be clearly understood and calculated. Providing easy-to-understand interpretation service of pension policy and convenient inquiry service of individual rights and interests of pension insurance, 25 provinces have completed the docking of some areas with the national social insurance public service platform. Providing a simple and clear pension benefits measurement service, 22 provinces have provided this service. Thirteen of these provinces also provide personalized measurement services. In the field of private services, we have also promoted local governments to further shorten the queuing time, complete the deadlines, strictly enforce working discipline, improve service facilities and unimpede service hotlines.

What is the employment situation in the first half of this year? In addition, how will the policy of stable employment be implemented in the next stage?

Zhang Ying:

Thank you for your question. In the first half of this year, Chinas employment situation remained generally stable, mainly as follows:

First, the main indicators of employment operate in a reasonable range. From January to June, 7.37 million new jobs were created in cities and towns throughout the country, and 67% of the annual target tasks were fulfilled. In June, the unemployment rate in the national urban survey was 5.1%, which was lower than the expected control target of 5.5%. At the end of the second quarter, the registered unemployment rate in cities and towns was 3.61%, down 0.22 percentage points and 0.06 percentage points year-on-year.

Second, the employment of key groups remains stable. The employment progress of college graduates in 2019 is generally stable. At the end of June, our Ministry monitored the transfer and employment of rural labor force in 2000 administrative villages, showing that the number of migrant workers increased by 3.5% year on year. By the end of June, 10.81 million poor laborers had been employed, an increase of 930,000 compared with the end of last year. From January to June, 870,000 people with employment difficulties were employed, faster than the schedule.

Third, the basic balance of supply and demand in the labor market. In the second quarter, the market demand rate of 100 Urban public employment service institutions was 1.22. The demand for jobs was greater than the number of job seekers. There was still room for manoeuvre in the market.

Faced with the complicated situation at home and abroad, the overall stability of employment lies fundamentally in the strong leadership of the Party Central Committee with Comrade Xi Jinping as its core and in the scientific guidance of the socialist ideology with Chinese characteristics in the new era of Xi Jinping. The central government puts the stability of employment at the top of the six stability and puts forward the implementation of the employment priority policy and puts it at the macro policy level, which provides a strong support for the stability of the situation. At the same time, the stability of the employment situation also benefits from the following positive factors: First, it benefits from the sustainable development of the economy. China has a large economy, abundant industrial structure and regional depth. Economic growth has maintained an overall stable and progressive development trend. The structure has been constantly optimized, and the pulling power of economic development on employment has been further enhanced. Second, it benefits from the release of the reform dividend. With the deepening of the reform of simplifying government and decentralizing power and releasing control and uniform, the innovation and entrepreneurship vigor of various market players burst out and became a new engine to stimulate economic and employment growth. In the first half of this year, the number of newly registered enterprises per day reached 19.4 million, creating a large number of new employment opportunities. Third, it benefits from the increased resilience of the labor market. Since this year, the State Council has launched a series of important measures, such as reducing the social insurance premium rate and increasing the return of unemployment insurance premium. It has launched and implemented a large-scale vocational skills training. The policy effect is continuing to play. One is to stabilize employment growth. Together with relevant departments, we will improve the policy system of industries, trade and investment that are conducive to promoting employment. We will improve the implementation mechanism of the employment priority policy, comprehensively promote policies such as social security fee reduction and unemployment insurance return, encourage enterprises not to lay off or reduce staff, and support enterprises to absorb employment. The second is to highlight the employment of key groups. We will implement new measures to promote employment and Entrepreneurship of University graduates, concentrate on special activities, and organize employment probation. We will comprehensively promote the employment of retired servicemen, migrant workers, laid-off and unemployed persons, and people with employment difficulties. Third, strengthen training services. Please describe the employment situation of college graduates this year, and what relevant assistance measures do you have for those graduates who have not yet been employed?

Employment of college graduates is related to peoples livelihood, economic transformation and upgrading, and the future of the country. The CPC Central Committee and the State Council have always attached great importance to this issue. In May this year, the State Council just held a special meeting to arrange the deployment. With the joint efforts of 8.34 million college graduates in 2019, the current employment progress is generally stable, the employment level is basically the same as in previous years, and the employment situation is basically stable.

At present, during the peak period of College graduatesdeparture, some unemployed graduates are concentrating on entering the market for job hunting. In order to do a good job in this situation, we will issue special documents with the Ministry of Education, the Ministry of Finance, the Ministry of Public Security and the Peoples Bank of China recently to increase the support of policy services. They also sent an open letter to the graduates of the 2019th university, issued policy service guidelines, information inquiry channels and job hunting trap tips, and conveyed the concern of the Party and the government to them.

Next, we will focus on three aspects of work, and strive to support college graduates to achieve employment, exhibition directors.

Firstly, special actions should be taken to implement policies and land services. Publish policy service lists, simplify policy vouchers and application procedures, strive to expand grass-roots employment, enterprises to absorb employment, flexible employment and other policies to achieve results, and promote multi-channel employment of College graduates.

Second, we will introduce a series of open courses on employment guidance. Since August, online guidance and consultation will be launched one after another, and professional forces will be organized to provide guidance on employment policies, methods and procedures for graduates, so as to better help them solve the difficulties and problems encountered in job hunting.

Third, carry out a series of special service activities. From August to September, we will deploy and implement the employment service for college graduates, focus on tracking and helping unemployed graduates leaving school, and provide job information, vocational training, employment probation and other services. From September to November, the autumn special session of joint recruitment in large and medium-sized cities was launched, and online and offline recruitment and cross-regional itinerant recruitment were organized. At the end of November and the beginning of December, we launched the employment service week for university graduates in the human resources market, providing recruitment guidance and other services for past and 2020 graduates.

In this process, we will always focus on helping difficult graduates and long-term unemployed young people. At present, it is still developing at the speed of adding nearly 10 million cards every month, and it is advancing rapidly towards the goal of one card for each person.

The report of the Nineteenth National Congress of the Communist Party of China pointed out that to establish a unified social insurance public service platform, the social security one-card is also an important part of this national platform. At present, social security card is rapidly popularized, which has three characteristics:

One is the rapid expansion of applications. In the field of application, social security card has been widely used in the insurance payment, payment, medical settlement, employment services and so on. It has become an important support for these work and an important carrier for serving the masses. This year, we will focus on pension insurance and personnel examination, further expand the scope of application of social security cards, and provide more convenient services for the general public. These are mainly in the field of social applications. At the same time, some areas will also expand social security cards for other public services and wisdom city construction, such as social security cards to distribute various kinds of beneficiaries, benefiting farmers subsidies, using social security cards to ride buses, enter parks, borrow books and so on, all of which have achieved good social repercussions, but also to bring real convenience to the people. Hainan, Xiongan and other pilot areas are exploring the establishment of a one-card service management model with social security card as the carrier. As the only voucher and settlement tool, social security card plays an important role in cross-provincial and off-site medical settlement.

Secondly, the social security card achieves the organic combination of online and offline. At the last press conference, I mentioned that the first electronic social security card was issued at the Digital China Summit in Fuzhou in April last year. The electronic social security card is the online form of the entity social security card. The electronic card corresponds to the entity card one by one and only maps to it. By the end of June, 31 provinces and Xinjiang Production and Construction Corps, 375 prefectures and municipalities had signed the electronic social security card. 149 channels can issue e-Social security cards. At present, the number of e-Social security cards has reached 25 million. The e-Social security cards have installed social security cards in mobile phones, realizing the integration of online and offline social security cards. The national one-card system is universal, and it really achieves where the masses go and where services follow.

Thirdly, I just mentioned that we should take one-card as the entrance to promote the construction of a national unified social insurance public service platform. At present, the portal of the national social insurance public service platform has been basically built and will be put into trial operation in the near future. First, it provides such functions as information inquiry of annual social security insurance, qualification certification of treatment, pension calculation, transfer inquiry of social security relations, inquiry of medical treatment in different places, application for exemption from payment abroad, status inquiry of social security card and electronic social security card, etc. These are all national and cross-regional services.
