Recently, Mr. Luo, an employee of Shatoujiao Street Office in Yantian District of Shenzhen, received a court verdict, which found that the procedure of Administrative Punishment Decision made by Yantian Branch Bureau of Municipal Public Security Bureau was illegal. On November 7, 2018, Mr. Luo brought his own tableware to the dining hall of the government. His aunt blamed him for beating too much food. The manager of the dining hall dissuaded him for violating the management of the dining hall. There was a quarrel between the two sides and a physical conflict, which resulted in Mr. Luo being slightly injured. Afterwards, the Shatoujiao police station made a decision on administrative penalties of 300 yuan and 400 yuan respectively. In response, Mr. Luo disagreed, questioning the polices signature as a witness and making handwriting identification. In one breath, the canteen manager, Shatoujiao Street Office and Yantian Branch of Shenzhen Public Security Bureau were sued. On July 11, Yantian Public Security Bureau issued a circular. Although there was a procedural illegal act of signing the Notice of Rights and Obligations in Administrative Cases under the pseudonym, it did not affect the administrative decision.
