Heavy rains or heavy rains occurred in southern Chongqing, Eastern and southwestern Guizhou, central and southern Hunan, central and Northern Jiangxi, southwestern Zhejiang, northern Fujian, central and Northern Guangxi and southern Sichuan on August 8. Reporters learned from the Ministry of Emergency Management: As of 9:00 on September 9, the current round of heavy rainfall caused 16.334 million people in seven provinces (districts and municipalities) of Zhejiang, Jiangxi, Hunan, Guangxi, Chongqing, Sichuan and Guizhou, and 77,000 people were urgently relocated.

Influenced by continuous heavy rainfall, No. 3 flood of Ganjiang in 2019 was formed in the lower reaches of Ganjiang River, and No. 4 flood of Ganjiang in 2019 was formed in the middle reaches of Ganjiang River. At 10:00 on September 9, the flood control and Drought Relief Headquarters of Jiangxi Province and the Jiangxi Water Resources Department upgraded the emergency response level IV to level III. At 6:00 on the 9th, the inflow of the Five Rivers into Poyang Lake was 27686 cubic meters per second and the outflow of the lake was 15400 cubic meters per second. According to the forecast of the meteorological and hydrological department, the Poyang Lake will probably have over-warning floods.

From 8:00 on the 8th to 8:00 on the 9th, there were heavy rainstorms in the south of central Hunan, and heavy rainstorms in some areas. The water of the Xiangjiang River has flooded the hydrophilic platform around the Juzizhou scenic spot in Changsha. The management of the Juzizhou scenic spot started the emergency closure measures at 11:00 on the 9th. At 12:00 on September 9, the Hunan Provincial Water Resources Department upgraded emergency response level IV to level III for flood and drought disaster prevention.

Heavy rains and local rainstorms have occurred in parts of northern Guangxi since June 6, and 40 counties (cities and districts) in 8 cities have suffered floods. At 10:00 on September 9, Guangxi Water Resources Department upgraded the emergency response of flood prevention level IV to level III.

The Emergency Management Department held a flood control and flood relief and rescue dispatching meeting on September 9, which requested that the analysis and judgment of the rainy and flood situation be strengthened, and the relevant situation be accurately grasped; the unified allocation of forces within the region be strengthened; the mobile reinforcement of fire rescue forces be mobilized in time to key areas to enhance the rescue and rescue capabilities; and the meticulous transportation of materials be done well. Prepare for flood control, emergency rescue and disaster relief.

According to the forecast of meteorological department, heavy rainfall will continue in southern Guizhou, northern Guangxi, central and southern Hunan, northeastern Jiangxi, central and southern Zhejiang and Western Fujian from 9 to 10.
