All the five tigers mentioned above have committed bribery crimes. Among them, Zhu Mingguo also committed the crime of huge amount of property from unknown sources. The court found that besides amassing more than 140 million yuan, there were more than 91.04 million yuan of property that could not explain the source. Together, Zhu Mingguo involved more than 200 million yuan in the case.

Another common point is that the time span of the above five tigers is very long, and many people are in multiple positions to collect money. Liu Zhigeng has the earliest time to collect money. The court found that he has accumulated more than 98.17 million from 1993 to 2012.

However, Zeng Zhiquan, who was sentenced this time, is quite special. Compared with the other four people, he does not have many positions to collect money, but it is particularly important that he is in the Provincial Finance Department.

Stop one year before being checked

From 2004 to 2017, the defendant Zeng Zhi had the right to use his position as deputy director and director of the Guangdong Provincial Finance Department to provide assistance to relevant units and individuals in acquiring land for development and contracting projects, and to illegally accept property directly or through their close relatives, amounting to 140 million yuan.

Zeng Zhiquan, a Chinese in Guangdong Province, graduated from the Department of Business and Economics of Central South University of Finance and Economics with a bachelors degree, a Master of Business Administration and a senior accountant, has worked in the Guangdong Provincial Department of Finance for more than 30 years.

In 1986, after graduation, Zeng Zhiquan worked in the Guangdong Provincial Finance Department. He started as a general clerk. He served as the chief clerk, the deputy director of the Trade and Industry Department, the director of the Agriculture Department and the deputy director of the Finance Department. In 2010, Zeng Zhiquan served as the director of the Guangdong Provincial Finance Department.

In May 2017, Zeng Zhiquan took a further step in his official career. He joined the Guangdong Provincial Standing Committee and was later identified as the United Front Minister of the Provincial Party Committee.

According to the circumstances ascertained by the court, Zeng Zhiquan began to amass wealth in 2004. In the previous year, he had just completed an important step in his official career, namely, he was promoted from the post of director of the Agriculture Department of the Provincial Finance Department to the position of deputy director.

According to the time point, the last money he received should be in 2017.

In 2017, when the Guangdong Provincial Party Committee was re-elected, four local officials of Guangdong Province became the new faces of the Standing Committee of the Provincial Party Committee. In addition to Zeng Zhiquan, there were He Zhongyou, then Vice Governor, Jiang Ling, then Secretary-General of the Provincial Party Committee, and Yan Zhizhao, then Secretary of Jieyang.

In one episode, the division of labor among the latter three was soon clear, and it was not until April 2018 that Zeng Zhiquan was clearly designated as the United Front Minister of the Guangdong Provincial Committee.

Zeng Zhiquan was investigated after only three months as the head of the United Front Department of the New Provincial Committee.

Was taken away by the Central Discipline Commission before the meeting

According to Caixin, Zeng Zhiquan was supposed to attend the Standing Committee meeting of the Provincial Committee that morning. Before the meeting, he was taken away by the staff of the Central Discipline Commission, which made him the first Provincial Standing Committee to take office after the Nineteenth National Congress.

This is similar to Liu Zhigeng, the former deputy governor of Guangdong Province, who had fallen behind him.

The court found that from 1993 to 2012, Liu Zhigeng took advantage of his position as governor of Longgang District of Shenzhen City, Guangdong Province, Secretary of Longgang District of Shenzhen City, mayor of Dongguan City and Secretary of Dongguan Municipal Party Committee to seek interests for others in matters such as equity acquisition, land replacement and bank loans, directly or through specific stakeholders. Illegal acceptance of property given by relevant units and individuals amounted to 98.17 million yuan.

After Liu Zhigeng left the Secretary of the Dongguan Municipal Party Committee, he was promoted to vice governor of Guangdong Province. It was not until February 2016 that Liu Zhigeng was investigated.
