A state of India has proposed legislation to enforce new regulations: AIDS testing before marriage

The Minister of Health of Goa Pradesh said, We intend to make AIDS testing a necessary condition for registering marriages in Goa. At present, the testing is voluntary.

He pointed out that Goa had consulted the public on the bill as early as 2006, but the bill failed to become law because of opposition from some officials of the State Ministry of Justice.

He added: If we get their approval this time, we will submit the bill to the Legislative Council for consideration.

It is reported that India has more than 2.1 million people infected with AIDS, second only to South Africa (7.1 million people) and Nigeria (3.2 million people).
