BEIJING, June 14 (Xinhua) Guangzhou, June 14 (Xinhua) Guangdong Provincial Higher Peoples Court, in accordance with the law, delivered a final judgment on 15 people, including Yan Shaoliang, who organized, led and participated in the triad organization case, ruled to reject the appeal, uphold the original judgment, sentenced three persons, including Yan Shaoliang, Chen Hui and Zhang Jiabao, to death sentences, suspended execution for two years, confiscation of all personal property, and severely limited and commuted sentences to the chief elements; Three of them, Zhang Rongqing and others, were sentenced to 20 yearsimprisonment; the remaining nine gang members were sentenced to 17 to 2 years imprisonment.

This case is a key case supervised by the National Anti-Black Office.

The court found that in the early 1990s, Huang Ronghui (dead) was linked to pawnbrokers for usury, Yan Shaoliang and other people were involved in the operation, Chen Hui and others were responsible for the catch-up. He also opened an entertainment city in Huicheng District, Huizhou City, operating song and dance halls, game halls, and set up a beer machine gambling file in the game hall. Huang Ronghui and others relied on the entertainment city and pawnbrotherhood behavior to recruit younger brothers. Gradually, a criminal organization with Huang Ronghui as its organization and leader and Yan Shaoling, Chen Hui and Zhang Jiabao as its backbone members has been formed. After Huang Ronghuis death in June 2000, Yan Shaoliang succeeded and led the organization, bullying and maiming the people, dominating one side, and having a significant impact in Huizhou, seriously undermining the local economic, social and living order.

By opening casinos, lending usurious loans, forcing projects and other means to seize economic interests, and by means of violence, threats and other means, the gangster organized many times to carry out deliberate injuries, gathering fights, illegal detention, provocation and other illegal crimes, resulting in four deaths, one serious injury and seven minor injuries. Among them, in order to monopolize the market of corn cob acquisition in Huiyang area and gain organizational benefits, the gangster organization drove out and attacked its competitors by smashing cars and chopping people, resulting in one death and three minor injuries; the organization also entered the river sand mining industry in Boro County by intervening in other peoples river sand business cooperation disputes, resulting in one serious injury due to the conflict of interests.

The Guangdong High Court held that Yan Shaoliang and others constituted the crime of organizing, leading, participating in underworld-like organizations, intentional homicide, intentional injury, gathering and fighting, illegal detention, provoking trouble, intentional destruction of property, etc. The facts of the original judgment were clear, the evidence was solid and sufficient, the application of the law was correct, and the trial procedure was legitimate. The above ruling was made in accordance with the law.
