Three main categories are listed in Several Measures:

First, comprehensive management of villages in cities. It is led by the competent municipal administrative departments and implemented by the district governments.

Shenzhen Municipal Bureau of Planning and Natural Resources said that, in light of the actual situation of Shenzhens urban villages, several measures have expanded the means of comprehensive renovation of urban villages, especially in view of some major hidden dangers or serious shortages of infrastructure and public facilities, which can not be simply solved by means of comprehensive management of urban villages and the addition of auxiliary public facilities, allowing their integration. Local demolition, expansion and additional construction are used to implement the project.

In addition, the Several Measures also shows the initiative to enhance multi-stakeholder participation in urban renewal.

In the Several Measures, it is pointed out that the relevant policies of comprehensive renovation of urban villages should be further improved. By allowing partial demolition and construction and reducing the proportion of legitimate land, various measures should be taken simultaneously to encourage multi-party participation in the renewal of comprehensive renovation of urban villages. After approval, the plan of the comprehensive renovation unit shall be organized and implemented by the district government according to the planning requirements, or the market entities shall be selected openly according to the regulations.
