Two Departments: Some cities spend a lot of money rebuilding fake antiques to destroy real antiques.

Recently, the Ministry of Housing and Construction and the State Administration of Cultural Relics Notice on the Evaluation and Inspection of the Protection of Famous Towns and Villages in Famous Historical and Cultural Cities were published on the website of the Ministry of Housing and Construction. The two departments listed four problems still existing in the protection practice of famous towns and villages in famous historical and cultural cities.

In addition to the above mentioned destroying real antiques with fake antiques, the other three points include: demolition and construction into constructive destruction. Some cities simply apply the new town construction method of large demolition and rapid construction, and develop real estate by removing most of the inhabitants of the old city and demolishing historical and cultural blocks. In order to widen the road, some cities simply and roughly demolish historical and cultural blocks and historical buildings.

Historically, there are many debts and insufficient long-term investment. Some cities attach great importance to early declaration and neglect late maintenance, and ignore or even abandon historical and cultural blocks and historical buildings for a long time, which not only endangers the safety of peoples lives, but also causes the disappearance of historical relics.

Lack of awareness and means of overall protection. Some cities only pay attention to the protection of single buildings, but neglect the protection of the surrounding environment. Cultural relics and historic sites become bonsai. Some cities only pay attention to the protection of neighborhoods, ignoring the protection of the overall pattern and style of the old city. Some cities only pay attention to the protection of important value relics and neglect the preservation and utilization of general value buildings and structures.

From October 2017 to June 2018, the Ministry of Housing and Urban-Rural Construction and the State Administration of Cultural Relics organized an assessment and inspection of the protection of famous historical and cultural cities and villages in China, and focused on 14 cities in Chengdu, Guangzhou, Wuhan, Qingdao, Taiyuan, Luoyang, Jingzhou, Foshan, Ganzhou, Xianyang, Liaocheng, Dunhuang, Wuwei and Langzhong. Spot checks will be conducted and the assessment and inspection will be notified in the near future.

Peng Mei News noted that while noting the remarkable achievements made in the protection of famous towns and villages in historic and cultural cities, the circular also talked about the main problems existing in the protection of famous towns and villages in historic and cultural cities in almost equal length.

In addition to reminding the Ministry of Housing and Construction and the State Administration of Cultural Relics that the awareness of protection needs to be improved in an all-round way and the mechanism of supervision and implementation needs to be further improved, the Ministry of Housing and Construction also points out that there are some misunderstandings in the display and utilization of some famous historical and cultural towns and villages: first, there is a tendency to attach more importance to material than to humanities. In order to develop tourism, some cities empty the aborigines, which makes the original human environment no longer exist. Some cities did not fully respect the wishes of the masses and mobilize the enthusiasm of the masses to participate in the protection and utilization of famous towns and villages in historic and cultural cities. Second, the coexistence of underutilization and overutilization. A large number of historical relics in some cities have not been well utilized, some of them have been idle for a long time, and most of them have been developed and utilized with simple display functions. Some cities tend to be over-commercialized and deviate from the original cultural value in the process of utilization. Third, the lack of effective means to display historical and cultural information. Some cities lack the ability to connect historical information and tell city stories. It is difficult for the masses to perceive the cultural background and historical memory of the city in their daily life.

The Ministry of Housing and Construction and the State Administration of Cultural Relics require that provincial housing and urban-rural construction authorities and cultural relics authorities further strengthen supervision and guidance, urge all localities to do a good job in protecting and utilizing famous historic and cultural towns and villages, and express that they will actively explore the establishment of a system of chief designers of famous historic and cultural towns and villages, and adopt various ways to promote cultural relics and historical buildings. To make full use of it, we will establish an interview system for the protection of famous towns and villages in historic and cultural cities, conduct interviews with local governments whose protection work is inadequate, and adopt punishment measures such as notification and criticism, inclusion in the endangered list and withdrawal of titles according to the situation of damage.
