In 2017, Zheng Hongliang and others were detained by Shandong police on suspicion of illegally manufacturing and trading guns. On November 11, the same year, several media reported on the case with the theme of smashing thearsenaland capturing dozens of suspects, andmaking millions of dollars from the private transformation of the matchgun.

On September 27, 2018, the Peoples Court of Anqiu City, Weifang City, Shandong Province, handed down a judgment. Zheng Hongliang and 18 others were sentenced to three to thirteen years and ten months for the crime of illegally manufacturing and selling firearms.

After the verdict was issued, dozens of people, such as Zheng Hongliang, appealed. On March 19, 2019, the Weifang Intermediate Peoples Court issued a criminal ruling, believing that the facts of the original judgment were unclear and the evidence was insufficient, and sent it back to the Anqiu Peoples Court for retrial.

Zheng Hongliang

Red Star News noted that 15 people in this case were employees of an agricultural development company. Among them, Zheng Hongliang was the general manager of the company, ranging from technicians to workshop managers, from network customer service to artists, from company director to general manager, almost all of the companys personnel involved in the case.

Agricultural companies sold matchguns

Zheng Hongliangs wife Liu Shue was interviewed by Red Star News. Recalling the scene when her husband was taken away by the police, Liu Shue first kept silent, then spoke intermittently.

It was after 5 p.m. on February 26, 2017. Liu Shue was sitting on the sofa. Her 10-month-old daughter frolicked in her arms, while Zheng Hongliang slept beside her after drinking. At this time, a quick knock on the door sounded. Liu Shue walked to the door with her child in her arms. After opening the door, 56 plainclothes policemen entered the room and asked if the person sleeping on the sofa was Zheng Hongliang. After getting a positive answer, several people woke Zheng up.

Ask him, have you drunk? He returned, yes.

After checking his identity, several policemen began to search the room. At this time, Zheng Hongliang sat up. Zheng Hongliang and his wifes three mobile phones were all searched. The police said there was something he needed to investigate.

About twenty minutes after the search, Zheng Hongliang was taken away. At this time, Liu Shue stood quietly in the room, her daughter crying in her arms. Very confused, more than an hour did not respond. Slow down and I begin to cry.

Liu Shue told Red Star News that she met Zheng Hongliang in the summer of 2014 and testified at the end of the year. At that time, Zheng Hongliang worked as a laborer. But he liked matchguns. He bought seven or eight of them online. Think about it when you have time.

Zheng Hongliang and his wife

A year later, Zheng Hongliang told his wife that he wanted to design a matchgun. Liu Shue answered simply, Do what you like. Zheng Hongliangs matchgun came out in early 2016. Liu Shue recalled that her husband took a photo and hung the product on Taobao store. At about 12 oclock that evening, some netizens saw Zhengs products and said that he had a good design.

Zheng Hongliang couldnt hide his excitement and woke up his sleeping wife. He is very excited and has a great sense of achievement. He was praised for his creativity.

So this matchgun became Zheng Hongliangs first product in Taobao. Since April 2016, Zheng Hongliang has employed many people to sell new and old matchguns through the Internet, and the market has gradually opened up.

Match Gun Designed and Produced by Zheng Hongliang

A few months before his arrest, Zheng Hongliang served as the general manager of an agricultural development company. In addition to millet and mung beans, matchguns are also sold everywhere through a number of customer service.

In an abandoned courtyard in Xiaojingo Village, Xingan Street, Anqiu City, Red Star News found the workshop where Zheng Hongliang and others produced, processed and sold matchguns. The workshop is called arsenal by the media.

This is a coloured steel house of about 200 square meters, without any signs of agricultural companies hanging. Looking from the window, the room was in a mess, the machine tools were covered with dust, and various parts were scattered all over the place. Most of the seals posted by the Criminal Investigation Brigade of Anqiu Public Security Bureau on aluminium alloy doors and windows have been torn open.

Machining Machine

Another family member of Zheng Hongliang told Red Star News that the police took many customer service and related personnel from here. She said that Zheng Hongliangs matchgun barrel was not connected and even the matchstick could not be fired. Its just a nostalgic toy. Smoke after the blow. He was not involved in the modification either.

So she thought, Its not a big deal. Only when Zheng Hongliang was arrested did she realize the seriousness of the problem.

Fifteen people in the same company were sentenced

A theft case was the trigger for the arrest of Zheng Hongliang and others.

According to the Inspection Daily, on March 1, 2017, a man was caught stealing in Baoding, Hebei Province. In the trunk of his vehicle, the police found a gun. It was identified that the gun was gunpowder-powered. The man explained that the gun was bought from another person. But when it was first bought, it was only parts. They are assembled and close by when theft occurs.

Police tracing found that the gun parts were sold in Taobao shop Little Fat Child Seiko Workshop, while Zheng Hongliang was in charge of the shop.

Red Star News noted that the Anqiu Peoples Procuratorates indictment No. 63, Public Prosecution and Criminal Procedure [2018], showed that in January 2016, Zheng Hongliang downloaded the parameters of Delinger pistol on a website and, after modification, designed the drawings of old-fashioned pistols and accessories for later production and sale. Another defendant, on the basis of Zheng Hongliang, designed a new type of gun (matching gun).

Over the next year or so, Zheng Hongliang entrusted others to produce new and old gun control parts by using engraving and milling machines, wire cutting machines and other mechanical equipment. Later, several people were organized to sell five Taobao stores and two micro-signals through Little Boy Seiko Workshop, Fat Boy Seiko Workshop, Fat Boy Seiko Workshop, Fat Boy Seiko Workshop, Huaxia Love-Beloved Lianmeng Enterprise Store, Green Food for the Day at prices ranging from 688 yuan to 1397 yuan per set.

According to the indictment, After verification, the defendant Zheng Hongliang illegally manufactured and sold 9,960 pieces of gun disposal. The above-mentioned gun control parts are all gun parts and components after appraisal.

The Red Star News reporter learned from the Anqiu Peoples Procuratorate that in the case, the matchgun parts and components seized by the police from Zheng Hongliang Company had been forensically appraised twice, and the results confirmed that Zheng Hongliangs gun disposal parts were gun parts.

On February 27, 2017, the Firearms Identification Letter issued by the Institute of Criminal Science and Technology of Weifang Public Security Bureau showed that the suspected handles, hammers, triggers and guard boards all have the same functions as those of the special parts (parts) for firearms and ammunition.

Nearly a year later, the Center for Material Evidence Identification of Shandong Public Security Bureau gave the same results.

According to the Red Star News, Article 7 of the Interpretation of the Supreme Peoples Court on Several Questions Concerning the Application of Law in the Trial of Criminal Cases of Illegal Manufacturing, Sale, Transport, Mailing, Storage, Theft, Robbery, Holding, Private Storage and Carry of Complete Sets of Firearms and Spare Parts is clearly stated in Article 7. Every 30 pieces of guns are counted as a complete set of guns.

Article 125 of the Criminal Law stipulates that Whoever illegally manufactures, trades, transports, mails or stores firearms, ammunition or explosives shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years; if the circumstances are serious, he shall be sentenced to fixed-term imprisonment of not less than ten years, life imprisonment or death penalty.

Zheng Hongliang was sentenced to 13 years and 10 months in the first trial

On September 27, 2018, the Peoples Court of Anqiu City, Weifang City, Shandong Province, handed down a judgment. Zheng Hongliang was sentenced to 13 years and 10 months for the crime of illegally manufacturing and selling firearms. The company also sentenced 14 people, including artists, customer service and so on.

The two appraisals were all gun pieces.

On March 28, after the two high jointly issued the approval on conviction and sentencing in criminal cases involving guns and air-gun lead bullets powered by compressed gases, Wang Guixiang, Zheng Hongliangs attorney, said that in gun-related cases, many factors have been taken into account from gun muzzle specific kinetic energy greater than or equal to 1.8 joules/square centimeter to now, which is a progress. This is of great reference value to the case of Zheng Hongliang.

However, in an interview with Red Star News, the relevant person in charge of Anqiu Peoples Procuratorate once said that the two high approval had no direct relationship with the case. He said that the case involved more than 20 people, the appraisal results were provided by third parties, after the first appraisal results came out, because the defendant raised objections, so once again appraised, the views of lawyers we attach great importance to. But the second appraisal is still gun parts. The result of the appraisal has legal effect and we have to adopt it.

In November 2017, Yang Guoxiu, the instructor of the legal brigade of Anqiu Public Security Bureau, said in an interview with CCTV, Through the inspection of the express mail sent by Zheng Hongliang, it was found that each gun was sent (disassembled) twice or more, and some of them were mixed with a large number of hardware and iron, especially the main structure of the gun, with a steel plate template, when X-ray inspection was carried out. Its hard to find that its part of a gun. At first glance, its not even gun-shaped.

Parts and components of a matchgun after disassembly

According to the police investigation, some buyers only buy matchguns for collection, but some people will convert them into standard pistols. Cao Guoping, the director of the fourth squadron of the Criminal Investigation Brigade of Anqiu Public Security Bureau, said, After transformation, bullets are needed, and criminals collect used warheads and shells through various channels for duplication.

Wang Guixiang said that in the case, Zheng Hongliang did not participate in the refitting of matchguns, and the whole gun could not be fired normally, even simulation guns are not counted.

After the judgment of the first trial was issued, Zheng Hongliang and others disagreed and appealed.

On March 19, 2019, the Weifang Intermediate Peoples Court issued a criminal ruling, believing that the facts of the original judgment were unclear and the evidence was insufficient, and sent it back to the Anqiu Peoples Court for retrial.
