Census will be included in house rounds or provide data support for real estate tax collection

On May 8, the 7th National Population Census Jiading Special Pilot Mobilization and Training Meeting was held. Cui Hongyan, deputy director of the Department of Population and Employment of the National Bureau of Statistics, said that population work has entered a turning point, changing from quantitative pressure to structural contradictions. Population census is not only an important means to grasp the population situation in an all-round way, but also the most basic and important national strength survey. To carry out population census and find out the populations family background, education, medical care, old-age care, housing and other conditions are conducive to better formulating population policies and safeguarding the interests of the people.

Liu Xiangdong, deputy researcher of the Economic Research Department of China International Economic Exchange Center, told the Securities Daily that the census is an important economic activity and can provide effective data support for China to make major economic decisions. In this sense, the population census and housing census will provide the necessary basic data for the adjustment of population and housing policy in China, but it is not a sufficient basis for the introduction of various taxes and fees, because the introduction of real estate tax requires a long legislative process, needs the consideration of the National Peoples Congress, and real estate legislation will only involve how to enforce the law, and at this time will involve such issues as What is more fair and transparent in the implementation of tax collection, so the housing census and real estate tax decision-making is not necessarily linked, but the real estate tax collection will provide the necessary data support.

In recent years, the real estate tax has been the focus of social attention, because whether it is levied or not, how to set the levy scope standards and other issues directly related to the vital interests of millions of households. At the same time, it is also closely related to the national real estate policy and population policy. Zhang Yiqun, deputy chairman of the Professional Committee on Performance Management of the Chinese Finance Society, told the Journal of Securities Daily that carrying out the census and housing census will inevitably associate with real estate tax, but there is no need to over-interpret it. Considering the formulation of economic and social development policies and long-term development strategies, the state will regularly carry out the census of population, economy, housing and other comprehensive indicators to provide more detailed and accurate data sources and support for the future development of the country, and will not simply and directly link with the real estate tax.

Zhang Yiqun believes that carrying out the census of population and housing can provide some necessary and valuable data for the formulation of land supply, urban planning, housing security, population distribution, regional development and many other related policies. It is not limited to the real estate tax, nor is it the key to decide when to levy the real estate tax. People should look at population and housing census with a more ordinary attitude. Check to avoid excessive panic and unnecessary hype, so that real estate policy can better meet the housing needs of ordinary peoples families.

Jiang Guojun, a researcher at Zhuge Housing Data Research Center, told Securities Daily that the housing census was carried out synchronously as a supplementary work of the seventh census, which showed that the housing census played an equally important role in the new round of data collection, and also reflected the comprehensiveness and accuracy of the population and housing data in the subsequent legislation and policy-making. Higher requirements.

At present, there are structural imbalances in housing supply in different cities in China. In some places, the supply is tight, and in some areas, the supply exceeds the demand. Fu Yifu believes that, at the same time, although the online registration of real estate resources has been implemented nationwide, it is still unable to establish a complete property rights system for peasantsself-built houses, and some cities still have the concept of small property rights real estate, so it is necessary to be cautious and prudent to implement real estate tax nationwide.

Fu Yifu said that in order to adapt to local conditions and implement policies according to the city, we must have accurate data as support. Otherwise, in the future, the collection of real estate tax will inevitably face a series of problems, and the unclear division of property rights will also challenge the landing area of real estate tax.

Jiang Guojun believes that the real estate registration information has been networked nationwide, and the next housing census will focus more on the collection of information such as farmersself-built houses, small property houses and even undocumented houses. The improvement of rural housing data will not only provide more comprehensive reference and demonstration basis for real estate tax legislation, but also create more mature conditions for the spread of agricultural land and housing into the market. At the same time, through the scientific reasoning of rural population and housing data, it will be able to better serve the Rural Revitalization Strategy and urban-rural integration development. Therefore, the upcoming census in the form of a set meal will be more systematic, scientific and important than ever, and it is expected to achieve greater results.

Jiang Guojun said that under the influence of the increasingly prominent problem of population aging, the declining birth rate and the gradual decline of the demographic dividend, the matching of housing census and population census also released another possible positive signal, that is, the future population incentive policy may make articles on allocating housing resources and giving preferential treatment to housing. This is also of great concern.
