According to reports, on July 31, 2018, the Hainan Provincial Government held a press conference and issued the Hainan Provincial Bus Ownership Regulation and Control Measures (Trial Implementation) and Notice on Restricting the Execution of Some Buses (Trial Implementation). In the Circular on the Implementation of Restrictions on Parts of Passenger Cars (Trial Implementation), the following traffic management measures have been taken for non-provincial licensed passenger cars (including temporary licenses) traveling on the provincial administrative roads since 10:00 on August 1, 2019: Registration of non-provincial licensed passenger cars traveling on the roads entering Hainan Province shall be carried out by means of network, telephone or window. The total number of days per vehicle per year does not exceed 120 days, which can be handled many times.
According to the Hainan Provincial Public Security Traffic Police Headquarters, in order to ensure the effective implementation of the control and management measures of small buses in Hainan Province, Hainan Province plans to implement the restriction management of non-provincial number plate small buses on August 1, 2019, but it does not prohibit the entry of vehicles from other provinces. The total number of days traveled by non-provincial minibuses does not exceed 120 days per year in Hainan Province. They can travel on the road for 120 days in a row or for 120 days in a year. This can fully meet the needs of traveling, doing business and visiting relatives in Qiongzhou. Specific management measures are being urgently solicited from all sectors of society and will be announced to the public by 1 August.
According to the police, from August 1, 2019, Hainan Province will implement senseless management of non-provincial license-plate buses. If non-provincial license-plate buses are running on the provincial administrative roads, there is no need to apply for registration in advance, and the road management system will automatically count the driving situation of non-provincial license-plate buses on the provincial roads. Therefore, self-driving tour to Hainan Island is still very convenient, people need not worry.
