On May 9, the Peoples Procuratorate of Dingcheng District of Changde City approved the arrest of the suspect Yang Moqi according to law on suspicion of intentional homicide.
Yang Moqi is a freshman of a university in this city. Since 2017, he has been thinking of suicide because of his insipid and dull life. In December 2018, he bought daggers and gloves online, but never had the courage to implement them. At 11:00 p.m. on March 23, 2019, Yang Moqi decided to kill the driver temporarily. He planned to go back to the south of the Yangtze River and put it into practice again. He booked the driver Chen Mou on the Internet dating platform. While waiting for Chen Mou, he suddenly decided to kill the driver when he arrived at his destination and then commit suicide. At 11:40 that evening, Yang Moqi suddenly stabbed Chen with a dagger in the parking space before arriving at the destination, causing him to be stabbed in the neck, chest and other places, and then left. After contacting his friend Wechat, Yang followed his friends advice and went to the local police station to surrender. Eventually, Chen died of heart failure after his heart was punctured.
After the incident, the Peoples Procuratorate of Dingcheng District, Changde City, dispatched personnel to intervene in the investigation in advance according to law, to understand the progress of the case, to put forward opinions and suggestions on investigation and evidence collection, and to perform legal supervision duties according to law. After the public security organ requests approval for arrest, the undertaker of the case carefully examines the case file, interrogates the criminal suspect and verifies the relevant evidence. After examination, the criminal suspect Yang Mouqis behavior has been suspected of intentional homicide. Although he was diagnosed as suffering from depression, he has limited criminal responsibility when committing homicide. He has to bear the corresponding legal responsibility and then makes the decision to approve arrest according to law.
