Cadres who are promoted out of the ordinary due to their special needs should meet one of the following circumstances: the structural needs of the leading group or the special requirements of the leading posts; the urgent needs of professional posts or important special tasks; and those in hard and remote areas or poverty-stricken areas that are in urgent need of introduction. Breaking the rules and promoting cadres must be strictly controlled. The basic conditions stipulated in Article 7 of these Regulations and the qualification requirements stipulated in Item 7 of Article 8, paragraph 1, shall not be breached. If the probation period for a post has not expired or the promotion is less than one year, no promotion shall be broken. It is not allowed to break ranks in succession over the length of service.
