On April 9, social media reported that Liao Quanfu, a famous egret uncle in Guanghan City, Sichuan Province, was detained by local police for provoking trouble because he loved birds and protected birds, which aroused the concern of some environmentalists.

On April 10, in response to upstream news, the Peiyang Branch Bureau of the Deyang Public Security Bureau of Sichuan Province said that Liao Quanfu had been detained by the police for provoking trouble on April 3 for intending to use gasoline to commit self-mutilation on the West Road of the Yangtze River in the Peiyang District of Deyang City. Trees were cut down in Heron Manor

On April 10, upstream journalists came to Liao Quanfus Heron Manor in Nanfeng Town, Guanghan City. They found that some trees under high-voltage wires had been cut down, leaving only bare stumps. A large number of wild birds could still be seen gathering in the manor.

Liao Quanfus daughter, Liao Fan, told upstream reporters that after his father left the house on the morning of April 3, the local power company cut down trees in the Heron Manor under high-voltage wires.

Liao Quanfus wife told upstream journalists that the manor was built in 1998, with a total of more than 30 mu. In recent years, it has attracted many wild birds, including national protected animals. After the local power company tried to build a high-voltage transmission line near Lubi Manor, Liao Quanfu filed several lawsuits with the local power department, but failed to prevent the laying of high-voltage lines, thus forming a phenomenon of large trees under high-voltage lines.

The owner was not at home during the felling

From the Notice of Emergency Disposal of Major Potential Safety Dangers to Electric Power Facilities provided by Liao Quanfus relatives, upstream journalists noticed that the Guanghan Power Supply Branch believed that the trees planted by Liao Quanfu in the 110 kilovolt transmission line protection zone of Shuangfu Substation did not meet the safety requirements of relevant regulations and standards. The vertical distance between trees and wires is less than 0.7 meters, which has reached the limit value of breakdown discharge.

According to multiple sources, on April 3, Guanghan Power Supply Branch also cut down the trees in Liaoquan Fulu Bird Manor for this reason. On-site pictures show people wearing police uniforms at the cutting site.

Liao Quanfus relatives said that before April 3, the power supply company and its local village leaders had found Liao Quanfu many times, demanding that all the trees in the Heron Manor be cut down, but did not obtain Liao Quanfus consent, resulting in disputes between the two sides. On the morning of April 3, Guanghan local government organized a large number of people to go to Heron Manor to cut down trees, but at that time Liao Quanfu was not at home, and the action went smoothly.

On the same day, he went to Deyang City to do greening project. The car was equipped with gasoline for greening machinery. Liao Quanfus wife told upstream reporters that she was not aware of her husbands specific actions in Deyang City that day, and did not know about the accident until she received a phone call from the police in the afternoon.

Police said the detention was due to self-mutilation

Upstream journalists found that Liao Quanfu had been detained criminally by the police on suspicion of provoking trouble, according to the Deyang Public Security Bureaus Detention Notice.

Some environmentalists questioned that Liao Quanfu loved birds and protected birds. Without his permission, he sent people to cut down forests, but he himself was arrested on suspicion of provoking trouble, so it is impossible not to make people associate.

On April 10, Director Wu of the Political Department of the Peiyang Branch Bureau of the Deyang Public Security Bureau told upstream journalists that Liao Quanfu was under police control for intending to use gasoline for self-mutilation in the morning of April 3 in the Changjiang West Road of the Peiyang District, and was subsequently detained in criminal detention on suspicion of provocation. It was only later that we learned that Liao Quanfu loved birds and protected birds, but it had nothing to do with his intentional self-mutilation in public places. It was two different things.

At the same time, the police in Peiyang, Deyang Public Security Bureau, said that Liao Quanfus case is still under investigation and has not yet been submitted to the prosecution for arrest. Liao Quanfu did not disclose what he did that day.

Upstream journalists learned that lawyers had arrived in Guanghan to provide legal aid to Liao Quanfus family members. Some environmental volunteers believe that more than 10 trees were felled in the Heron Manor on that day. It is not known whether the relevant personnel obtained the cutting permission of the forestry department before cutting down trees. Therefore, the local forestry department should intervene in the investigation.
