With Liu Qiang, former vice governor of Liaoning Province, being sentenced, all seven tigers in Liaoning Province have been sentenced since the 18th National Congress.

On April 9, 2019, the Third Intermediate Court of Beijing publicly sentenced Liu Qiang to accept bribes and sabotage elections. Liu Qiang was convicted of bribery and sabotage of elections. He was finally sentenced to 12 yearsimprisonment and fined 1.29 million yuan. The property and fruits obtained from Liu Qiangs bribery shall be recovered, and the property used to destroy election crimes shall be confiscated and turned over to the state treasury.

Since the 18th National Congress, Liaoning has knocked down seven tigers, namely:

Chen Tiexin, former vice-chairman of Liaoning CPPCC, Wang Ming, former Secretary of Liaoning CPC, Wang Yang, former vice-chairman of Liaoning Provincial Peoples Congress Standing Committee, Su Hongzhang, former vice-chairman of Liaoning Provincial Peoples Congress Standing Committee, Zheng Yuzhong, former vice-chairman of Liaoning Provincial Peoples Congress Standing Committee, Li Wenke, former vice-chairman of Liaoning Provincial Peoples Congress Standing Committee and Liu Qiang,

Among the above seven, Wang Ming was sentenced to life, with the heaviest term of imprisonment.

According to the courts judgment, Wang Ming constituted the crime of accepting bribes, embezzlement and dereliction of duty. Among them, the amount of bribery was as high as 146 million yuan, and the amount of embezzlement of public funds was 1 million yuan.

In addition, the court held that Wang Ming, as Secretary of the Liaoning Provincial Committee of the CPC, Director of the Standing Committee of the Liaoning Provincial Peoples Congress, Chairman of the Preparatory Group for the First Session of the 12th Liaoning Provincial Peoples Congress, Secretary of the Party Group of the Presidium of the Congress, and Executive Chairman, violated the relevant provisions and failed to perform or earnestly fulfilled his duties, which resulted in the election of the Liaoning Provincial Committee of the CPC The election and the election of the Standing Committee of the Liaoning Provincial Peoples Congress in the new term have not been stopped in time and spread continuously. Some people have been illegally elected. This has seriously damaged the order of the election and the election system of the Peoples Congress, and caused great losses to the interests of the state and the people, resulting in particularly bad social impact.

In addition to Wang Ming, Wang Yang was sentenced for 16 years and 6 months for bribery and election sabotage, Li Wenke for bribery and bribery for 16 years, Su Hongzhang for bribery and bribery for 14 years, Chen Tiexin for bribery for 13 9 months, Liu Qiang for bribery and election sabotage for 12 years, Zheng Yuhuang for election sabotage and bribery for 3 years and 6 months.

From 2000 to 2017, Liu Qiang took advantage of the convenience of his position as Secretary of the Party Committee, General Manager, Mayor of Fushun City, Secretary of Fushun Municipal Committee and Vice-Governor of Liaoning Province, and the convenience of the formation of his functions, powers and status, so as to provide relevant units and individuals with business operation, project contracting and job adjustment. Providing assistance directly or illegally through a specific party to receive property given by others, the total amount of which is RMB 1.06 million yuan.

The court also confirmed that from 2011 to January 2013, Liu Qiang was elected Vice Governor of Liaoning Province. He took advantage of his functions and influence as Secretary of the Fushun Municipal Committee of the Communist Party of China to conduct canvassing and bribery elections by giving others property and greeting, which undermined normal electoral activities. The circumstances were serious and the social impact was bad.

In addition to Liu Qiang, Wang Yang and Zheng Yuzhuo also committed the crime of sabotaging the election.

The court found that from December 2012 to January 2013, Wang Yang was elected deputy director of the Standing Committee of the 12th Liaoning Provincial Peoples Congress. He canvassed for votes by giving property to NPC deputies, and directly or through other peoples greetings to NPC deputies. His canvassing and bribery were serious and had bad social impact.

Also from the end of 2012 to the beginning of 2013, Zheng Yuzhuo was elected Vice-Chairman of the Standing Committee of the 12th Liaoning Provincial Peoples Congress. He destroyed the election by sending mobile phones to the relevant leaders of the Standing Committee of the Liaoning Provincial Peoples Congress, directly using the functions and powers of the Party Group Secretary and Director of the Liaoning Provincial Finance Department, or by arranging some of the city finance bureau directors to canvass votes for the provincial peoples Seventy-six deputies to the Provincial Peoples Congress have a high level of involvement, a wide range of regions, a large number of people, a serious plot and a bad impact.
