The scheme proposes that employers who absorb migrant workers and sign labor contracts for more than one year should be given one-time employment subsidy at 1000 yuan per employee and one-time transportation, board and lodging subsidy at up to 500 yuan per employee for migrant workers who are employed outside their own towns.
According to the plan, in order to solve the employment problem of labor force in the requisitioned and relocated areas, Xiongan New District is expected to provide 10,000 jobs in 2019, which involve construction, greening, machinery and other specialties.
The plan also proposes that Xiongan New District should recommend jobs for the workers of 23 villages involved in requisitioning and relocation, and form a list of jobs docking. The working group in villages should set up accounts for the information of demolition households. The responsible person of the contractor is responsible for the employment and resettlement of the relocated labor force, and provide precise services through the implementation of inventory management.
People over 40 years of age are also considered in this program. The plan proposes that we should adopt the training mode of post + skill + labor force for the workers under 40 years of age who have the intention of employment, and focus on the skills training for those who are in urgent need of jobs in the market of Xiongan New Area. For those over 40 years of age, we should broaden the training fields and actively carry out job skills training in landscaping, public service, household service, household handicraft industry, modern service industry, e-commerce and so on.
In view of the transformation and upgrading enterprises, the plan puts forward that the counties in Xiongan New District should formulate the transformation plan, set up the accounts, make a policy of one enterprise, guide the transformation and upgrading enterprises to distribute and resettle workers through internal diversion, job transfer and other channels.
It is proposed that from January 1 to December 31, 2019, the return criteria for insured enterprises facing temporary difficulties in production and operation and with prospects for recovery, insisting on no layoffs or less layoffs can be determined according to the local monthly per capita unemployment insurance premium and the number of insured workers for six months, or 50% of the social insurance premiums payable by enterprises and their employees for six months.
On the other hand, the employing units in Xiongan New District can offer one-time employment subsidy according to the standard of 1000 yuan per person when they recruit graduates from colleges and universities within two years and sign labor contracts with a period of more than one year.
