According to statistics, by the end of 2017, the number of private kindergartens and children in kindergartens reached 164,400 and 25.72 million respectively, accounting for 63% and 56% respectively; in Jiangxi, Sichuan and Chongqing provinces and cities, the proportion of private kindergartens even exceeded 80%, becoming the main force of preschool education services.

Several Opinions put forward that the proportion of children in public kindergartens should be gradually increased, reaching 50% in principle by 2020, and the coverage rate of low-cost and inclusive kindergartens (including public and private) should reach 80%. The right of children to receive equal preschool education should be guaranteed to the greatest extent.

However, Hu Wei and others have proposed that how to support the huge demand for preschool education in the current pattern of financial investment? How to fill the huge gap of full-time teachers in the existing system? How can private kindergartens continue to play a constructive role in making great contributions to the cause of preschool education in China?

Hu Wei believes that in order to solve these problems, we need to innovate ideas and build a new model of preschool education development based on the governments money-buying mechanism. Among them, grasp two key words: one is fairness; the other is efficiency.

The so-called fairness is to guarantee the fairness of preschool education for children. It is impossible for public parks to monopolize the whole world. Governments at all levels must, as always, support private parks to develop in accordance with the law and regulations, and especially increase subsidies for private inclusive parks. Only when the total supply of preschool education is sufficient, can children be guaranteed equal access to preschool education.

Second, we should strive to promote the fairness of financial investment in different regions. Pre-school education belongs to the local authority, but some areas of China are economically weak and financially tense. The state should increase the scale of transfer payments for pre-school education, alleviate the insufficient investment in weak areas, especially in some densely populated rural towns, to make special subsidies and increase support.

Third, we should narrow the gap in the conditions of running schools between gardens. The existing public parks are divided into demonstration parks, first-class, second-class and third-class parks, and the difference of the average funds of all kinds of garden students is obvious. One class in the demonstration park is situated in an activity room, dining room, bedroom and several functional classrooms. Many second and third class gardens are spiral shell as a pavilion, and the conditions are unsatisfactory. The original intention of hierarchical management is to lead by demonstration, which in fact leads to the uneven distribution of rich and poor. To this end, it is suggested that fair and inclusive benefits be taken as the criterion to effectively promote the balanced operation of the park.

Fourth, we should eliminate the difference in treatment between different types of kindergarten teachers. It is suggested that, in conjunction with the education sector, the human and social sectors, referring to the income level of teachers in the compulsory education stage, formulate guidance income standards for preschool education as soon as possible, and gradually realize equal pay for equal work for non-teachers. In the case of strict control over the increment of the establishment of institutions, efforts should be made to revitalize the stock so as to tilt the establishment to the excellent teachers with both ability and virtue. Providing subsidies to qualified private inclusive kindergarten kindergartens in the form of government subsidy, social assistance, School Subsidy and teacher subsidy can solve the problem of kindergarten teachersoccupational pension and eliminate the worries behind it.

The so-called efficiency is to improve the efficiency of the use of financial funds. Secondly, we should improve the mechanism design of purchasing services in preschool education. At present, private parks receive only 5% of the public financial funds. If private parks are replaced by public parks, the government will have to spend 20 times more financial expenditure. This is undoubtedly an unaffordable expense. In this regard, we should explore the practice of government purchasing services in the field of pre-school education.

Hu Wei believes that Hong Kongs education voucher system is worth learning from. The HKSAR Government quantifies the public financial funds of preschool education equally and distributes them in the form of education vouchers to all school-age children in its jurisdiction. Public and private kindergartens receive an education voucher, which is used to exchange public financial funds for the education sector. Public parks are free of charge or limited in price, and private parks are free of price control, besides the vouchers. Part of it is borne by parents. Educational vouchers give children and parents more autonomous choices on the premise of guaranteeing basic fairness.
