Liu Muhua believes that with the development of the times, especially in the process of reform and opening up, a large number of rural people have entered cities and become various types of public officials, Party members and cadres, experts and scholars, business people and so on. Most of these people can no longer be fully utilized by the society and waste resources after retirement in cities. However, the current reality makes it difficult for these people to return to the countryside. Liu Muhua said that the situation that talent resources can only flow from rural areas to urban areas in one direction also indirectly causes the overall backwardness and decline of talent, culture, management and organization in most rural areas.

In the last century, Gan Zuchang and Gong Quanzhen, the generals and peasants, pioneered the socialist Chinese style ofreturning homeand returned to the countryside to lead the villagers to develop agricultural industry, promote rural governance and publicize the Partys voice, which is a model ofnever forgetting the first heart. Liu Muhua said that in order to make Chinas countryside a new countryside worthy of expectation, Rural Revitalization should achieve the great goal put forward by General Secretary Xi Jinping and revitalize the cultural tradition of returning home in the new era of rural revitalization.

Liu Muhua suggested that the first is to create a social atmosphere for innovative development of the cultural tradition of returning home under the background of the strategy of rural revitalization, and the second is to formulate policies and measures to encourage the implementation of returning home in the new era.

From the point of view of policy measures, we should first formulate measures in terms of use. Local governments are encouraged to formulate employment management measures for returnees in the new era, and to create a variety of organizations and platforms, such as various social organizations, for these local sages to play a role. The technical personnel, retired cadres and people from industrial and commercial enterprises who have returned from returning home should be appointed and used rationally to supplement the deficiencies of rural teachers, rural doctors, agricultural technicians, rural cadres and managers.

The second is to innovate the mechanism of housing. For those who want to return home to the countryside, the government should provide help and support to them in rural rental, inheritance of the right to use their parentshouses, land lease and other aspects, and effectively safeguard their legitimate interests, even as a measure to attract local sages. At the same time, they need to innovate mechanisms in repairing their parentshouses or renting them, allowing them to do some major renovations and repairs to the houses, so that they can get a well-conditioned place to live.

Thirdly, we should make up for the shortcomings in maintenance. Returning home from old age is also a rural pastoral way of providing for the aged. The government should speed up the replenishment of shortcomings in rural transportation, living facilities and sanitary conditions. We should vigorously improve the rural medical environment, establish a comprehensive coverage network of social security and medical insurance in rural areas to facilitate near-by medical treatment, and build remote collaborative medical services connecting rural areas with urban central hospitals and other institutions. At the same time, we should establish a rapid response mechanism for sudden acute diseases such as heart disease, so that the returnees feel very convenient and reassured to return to the countryside, and their children need not worry too much about the occurrence of some sudden diseases.

In addition, Liu Muhua said, At present, the increasing number of urban diseases is in sharp contrast to the serious lack of talents in rural areas. It is time for the cultural tradition ofreturning hometo help the rural revitalization, but at the same time, people are not fully aware of it and the social atmosphere is still very inadequate.

Specifically, in order to create an atmosphere, first of all, we should do a good job of top-level design and vigorously promote the excellent cultural tradition of returning home so that the whole society can re-recognize its value in the strategy of rural revitalization. Secondly, we should set up a model to encourage people to return home and serve the Rural Revitalization strategy. The third is to encourage conditional places to implement returning home as a system, and even advocate and implement returning home as a mode of the current retirement system.
