Xinhua News Agency, Beijing, March 5 (Reporters Li Xueyong and Mei Shixiong) According to the draft central and local budgets for 2019 submitted for consideration at the second session of the 13th National Peoples Congress, in the general public budget expenditure arrangement of the central government in 2019, defence expenditure reached 1189.876 billion yuan, an increase of 7.5%, a decrease over 2018.
Since the reform and opening up, Chinas defense expenditure investment has been in line with the national economic development and maintained at a reasonable and appropriate scale, which not only meets the need to maintain national security, but also contributes to the maintenance of world peace. He Lei, deputy to the 13th National Peoples Congress and former vice president of the Academy of Military Sciences, said.
He Lei said that China will unswervingly follow the road of peaceful development. Chinas armed forces resolutely fulfill their mission in the new era. The increase in Chinas defense expenditure is an enhancement of the positive energy for safeguarding world peace.
He Lei said: In recent years, Chinas defense expenditure has been mainly used to deepen national defense and army reform, support military training and carry out diversified military tasks, improve the level of modernization of weapons and equipment, and improve the welfare of officers and soldiers.
Chen Zhou, a researcher of the Academy of Military Sciences who has participated in the writing of the White Paper on National Defense for many times, believes that Chinas defense expenditure is objective and transparent, and there is no invisible military expenditure. Since 2007, China has submitted basic data on military expenditure to the United Nations every year for the previous fiscal year, and has resumed providing seven categories of imports and exports of conventional weapons to the United Nations Register of Conventional Arms since that year.
He Lei said that Chinas building and consolidating national defense and a strong army is not only the need to safeguard national security, but also the need to safeguard world peace. The Chinese army has actively participated in United Nations peacekeeping operations, safeguarded the security of international maritime corridors, provided international rescue and rescue, and carried out security exchanges and cooperation. It has made universally recognized contributions to maintaining world peace and regional stability.
Chen Zhou believes that whether a country poses a threat to other countries depends not on its strength and military strength, but on what kind of internal and external policies it pursues. China has always followed the path of peaceful development and firmly pursued a defensive national defense policy. Chinas development does not pose a threat to any country. No matter how far China develops, it will never seek hegemony or expand.
We will firmly follow our own path and advance bravely towards building a world-class army to provide strategic support for the great rejuvenation of the Chinese nation. He Lei said.
