Proposal points out that a large number of industrial exploitation has produced huge underground space, and underground space revolution has become a frontier international strategic proposition in the 21st century. Requiring underground space and resources has become a national strategy of all countries in the world and a worldwide trend of urban development. Chinas underground space is huge, about 20 billion cubic meters in size, and its calculable value reaches 15 trillion yuan. If these spaces are reasonably exploited and utilized, they can not only arrange huge amounts of labor employment, but also improve the peoples high-quality livable environment. In recent years, strategic thinking triggered by underground space consciousness has gradually become the strategic intention of urban development. The benefits of underground space have strengthened the reality of upgrading urban development strategy to national strategy. The underground space revolution has achieved the response and resonance of the relevant strategies, and opened a new era of national sovereignty strategy.

Proposal points out that the development of underground space in China is relatively late and the supporting facilities are relatively lagging. Taking energy as an example, only 25 underground natural gas reservoirs were built between 2005 and 2017, accounting for 1.7% of the utilization rate of natural gas consumption. To reach the average level of 10% of the worlds natural gas consumption utilization rate, 122 natural gas reservoirs need to be built, which provides a city for the utilization of underground space. Field. In addition, the underground pipeline corridors, underground caverns and urban underground water supply and drainage systems are seriously lagging behind. These backward situations restrict the urbanization process and affect the ecological security and resource security.

Proposal points out that the development of underground space in developed countries has reached a considerable scale, from military facilities to the use of civilian living facilities have been greatly developed. Every country in the world has listed underground space as the third largest space that can be exploited by human beings after space and ocean space. It is estimated that by the end of this century, the total amount of underground space will reach 2 trillion cubic meters, which can accommodate 2 billion peoples living and production. In the United States, for example, underground space can accommodate 120 million people, accounting for 57% of the population. The New York Metro is 255 kilometers long and can accommodate 4.5 million people in wartime concealment. Washington underground garage can park 20,000 cars. In wartime, disaster period can accommodate 50% of the citys population to take refuge. At present, China has not yet formulated the overall planning, policies and regulations of underground space, and there is no unified coordination and promotion mechanism. Underground space resources management lags behind, underground shallow layouts are too dense, the load and load are too heavy, the deep utilization of underground space is insufficient, and the contradiction between the deep and shallow layers is prominent, which seriously restricts the comprehensive development and utilization and the overall benefit. According to the investigation and data analysis of the Chinese Academy of Engineering, nearly 80 underground space research centers have been set up in 58 universities in China, and only one or two projects of the Academy of Engineering, the Ministry of Civil Engineering and the Department of Energy and Mining Engineering have been carried out, and there are serious deficiencies and imbalances in technical strength, system platform and support capacity.

To this end, the Democratic Progressive Central Committee recommended in the above-mentioned Proposal that:

1. Incorporate the development and utilization of underground space into the national strategy and formulate the overall plan of the century underground space project as soon as possible. From the perspective of national security, we should attach importance to the strategic position of the third largest space, incorporate its development and utilization into our national strategy, and strengthen top-level design and work guidelines. The National Development and Reform Commission (NDRC) will take the lead in studying and formulating the overall planning, policies, regulations and guidance of underground space as soon as possible, so as to promote the development and utilization of underground space as a whole.

2. Organize key research, build technical support system and strengthen the support force of implementation. The Ministry of Science and Technology supports strategic research on underground space in key R&D plans, and the Ministry of Industry and Information Technology supports demonstration projects on underground space in project support plans. To organize and build research institutes for underground space planning in China. Following the principles of integration of science and technology, integration of research and application, and concurrence of scientific research and industrial pilot projects, technical support systems such as comprehensive transportation capacity, underground space matching, two-dimensional code identification management, Beidou navigation and positioning are built around three directions of military logistics, national defense engineering and national defense mobilization, and a technical system with independent intellectual property rights is established.

3. Select key areas to carry out pilot demonstrations so as to gradually promote full implementation from point to area. Taking Shanxi and Hebei provinces as pilot areas, following the principle of Centennial Design as the main line and Centennial Application as the purpose, a number of key points are organized and implemented around eight application directions of energy, logistics (hazardous chemicals), underground national defense engineering, economic and national defense mobilization, underground agricultural experimental area, underground tourism characteristic area, fourth generation residential engineering and underground life science (HGH).
