Li Wei, chairman of the Standing Committee of the CPPCC National Committee and the Committee on Population, Resources and Environment, said that the first focus of pollution prevention and control in 2019 was to coordinate and promote various actions of air, water and soil prevention and control. Among them, the comprehensive control of air pollution in autumn and winter in the key areas around Beijing, Tianjin and Hebei, Yangtze River Delta and Fenwei Plain is a key point.
Li Wei believes that the battle against pollution is urgent for China at present. I feel that different regions or different periods of time can and should be focused and different, but from the current situation and extent of air, water and soil pollution in China, it is urgent to strengthen prevention and control, and it is a comprehensive three-dimensional war. The so-called all-round three-dimensional war, Li Wei made an image of the analogy, to go to heaven, to land, to go down the river, to climb mountains, to go to sea, to go to the island. Li Wei stressed that there is no doubt that the three major defensive battles in the battle against pollution need to be divided, but more importantly, they need to be co-ordinated.
Specifically, we should focus on comprehensive control of air pollution in autumn and winter in key areas such as Beijing, Tianjin and Hebei, Yangtze River Delta and Fenwei Plain, which is a key point. In January and February of this year, including the data of the beginning of March, I deeply realized that the comprehensive treatment of air pollution in autumn and winter is still the most important, and its difficulty and repeatability are very prominent. Li Wei said.
In terms of water pollution control, Li Wei said that emphasis should be placed on the monitoring and control of water sources, the treatment of black and odorous water bodies, and the treatment of drinking water safety. In addition, the ecological environment protection of the Yangtze River Economic Zone should also be a focus.
In the field of soil control, one of the key points is to do a solid job in monitoring, investigating and statistic of soil environment, and really find out the bottom number, which is conducive to local policy and scientific policy. There are great differences in the areas polluted by soil. There are all kinds of components in soil pollution. It is very difficult to find out the bottom number and prescribe the right remedy. There is also a need to strengthen the governance of issues closely related to air, water and soil pollution, such as garbage siege, rural environment, and the overuse of pesticides and fertilizers in rural areas of China. Li Wei said.
