Wang Peian believes that the current population development in China should focus on three issues:
First, we should deal with the relationship between population size and structure and strive to achieve a moderate level of fertility. On the one hand, the large population has always been a basic national condition of our country. The total population of nearly 1.4 billion is still too large for the underdeveloped economic and social operation foundation and the limited resources and environment affordability. If the population size is appropriately small, the per capita resource possession will be more abundant and the per capita resource possession will be more relaxed. On the other hand, from the structural point of view, the younger population is decreasing, and the aging of our country is characterized by large scale, fast speed, imbalance, rich side and old side.
Its not good to have a large population. Of course, the less the population, the better. How to formulate the balanced goal of balanced population development? What is the way to achieve a moderate fertility level? Wang Pei-an suggested that relevant departments and institutions strengthen their research on these issues.
Second, we should vigorously improve the quality and skills of workers. Although Chinas population of working age has begun to decrease continuously, the total amount is still very large. The per capita resource base is still strong. According to international standards, there are still 900 million people aged 15 to 40 in China, 950 million in 2030 and 820 million in 2050. The working age population of developed countries in Europe and America is about 730 million at present, and their labor participation rate is relatively low, but the total economic output is four times that of our country and the labor productivity is six times that of our country. With the progress of science and technology and the development of artificial intelligence, the substitution of robots for ordinary labor force will continue to improve. That is to say, our country now has abundant labor force, that is, in another 30 or 50 years, the number of our labor force is still relatively abundant. Chinas total labor surplus and structural shortage coexist.
At present, we do not lack the quantity of labor force, but a large army of high-quality and high-skilled workers. Wang Peian believes that at a low fertility level, China can not rely on low-cost advantages to participate in international competition. It must turn to relying mainly on the quality of labor force to drive economic development, constantly improve the quality and skills of workers, improve the productivity of all factors, and transform a large population country into a powerful human capital country.
Third, we should make great efforts to implement the comprehensive two-child policy set by the Fifth Plenary Session of the Eighteenth Central Committee. At present, the masses are faced with the problem of unwillingness to live and dare not live. The two main problems are that no one brings the children, they cant afford to raise them, and the cost of raising them is high. This morning, Premier Li Keqiang pointed out in his report on the work of the government that infant and child care concerns millions of families. In view of the new situation after the implementation of the comprehensive two-child policy, we should accelerate the development of various forms of infant and child care services, support social forces, set up institutions and strengthen child protection.
Wang Peian introduced that the main factor affecting fertility behavior is not fertility policy, but economic and social policy. The comprehensive two-child policy has met the needs of the vast majority of families. In accordance with the report of the Nineteenth National Congress of the Communist Party of China, we should vigorously promote the cohesion of reproductive policies and related economic and social policies, make up for shortcomings and develop childcare services, focusing on meeting the needs of different levels of childcare services under the age of three, and focus on implementing various welfare benefits and free family planning services. Tax deductions, strengths and weaknesses - improving the family development policy system, supporting womens career development, and building a reproductive friendly social environment.
Wang Peian appealed to relevant government departments and research institutions to attach great importance to strengthening population management strategy research, closely tracking and monitoring, scientifically evaluating the implementation effect of the comprehensive two-child policy, and providing basic data support for central decision-making.
