After the publication and implementation of the Plan, Hainan will become the first province in China to put forward the goal and road map of clean energy for vehicles in all sub-areas, and take the lead in putting forward the timetable of prohibiting the sale of fuel vehicles in 2030, which is comprehensive and advanced to the countries and regions that are benchmarking the global promotion of clean energy vehicles.
According to reports, in order to implement the important speech of General Secretary Xi Jinping on April 13 and the requirements of the 12 documents of the Central Committee, we should speed up the promotion and application of new energy vehicles and energy-saving and environmental-friendly vehicles in the whole province. Through the promotion of clean energy vehicles, we can effectively reduce the emission of pollutants from motor vehicles in Hainan, promote the formation of a green production and lifestyle, and promote the development of related industries. Focusing on the overall development goal of Green Intelligence Travel to New Hainan in 2030, the Plan puts forward three phased goals: 2020, 2025 and 2030. This paper comprehensively analyses and judges the situation faced by the development of clean energy automobiles in Hainan Province, and puts forward six key tasks and seven safeguard measures to strengthen the scientificity and operability of the implementation of the Plan.
The plan takes into full consideration the objective conditions of car ownership, supporting facilities construction and financial investment in Hainan Province, and steadily promotes the clean energy work of vehicles in the whole province step by step, in accordance with the popularization idea of leading the public service field, leading the social operation field and guiding the private use field. Among them, the public service sector strives to achieve clean energy in 2020; the social operation sector strives to achieve clean energy in 2025; the private sector vehicles with strict increment control, stock-led replacement as the main line, striving to achieve the provinces clean energy level of the international benchmark by 2030. Specifically as follows:
Firstly, from the date of promulgation of the plan, 100% new and replacement vehicles will use new energy vehicles or clean energy vehicles in the fields of public service, such as official buses, buses and cruise taxis, so as to give full play to the leading role of demonstration.
Secondly, from the date of promulgation of the plan, 100% of new energy vehicles will be added and replaced for light logistics vehicles (including postal and urban logistics distribution) and time-sharing rental vehicles in the field of social operation. According to the current clean energy ratio of vehicles and the technical maturity of relevant vehicles, the renewal ratio has been reasonably formulated in the fields of urban sanitation, tourist passenger transport and urban-rural liner. Vehicles will be fully energy-efficient before and after 2025.
Thirdly, through strict regulation and control of the total amount of passenger cars, restraint and guidance, the private sector will promote the two-way clean energy utilization of incremental and stock vehicles, and 100% of the new and renewable energy vehicles will be added and replaced in the private sector of the island by 2030.
The plan deeply analyses the feasibility of promoting and applying clean energy vehicles in Hainan Province from the aspects of energy, environmental protection and economy, and considers the technical maturity and product reliability of clean energy vehicles in various application fields. Based on the problem-oriented approach, six specific measures are put forward to build a perfect application environment for clean energy vehicles.
One is to build an efficient and intelligent energy infrastructural network. Adhere to the principle of charging as the main, gas as the supplement and hydrogenation ahead of schedule, strive to build a charging and hydrogenation network that covers the whole province and meets the basic needs of various types of clean energy vehicles in 3-5 years. It is compatible, fast and slow charging and complementary, multi-scenario combination and intellectualized charging and hydrogenation network.
The second is to promote the two-way clean energy of incremental and stock vehicles. The incremental proportion of traditional fuel vehicles is strictly controlled by implementing strict total vehicle volume control. Publish the clean energy work plan of the provincial official vehicles, implement the sixth national emission standard of light vehicles in advance, and accelerate the elimination of old diesel vehicles and pollution control of medium and heavy old diesel vehicles. Around 2025, the research work on the time schedule of fuel vehicles entering the island will start in time. Since 2030, the whole province has completely banned the sale of fuel vehicles.
Third, we should improve the convenience and economic environment for the socialization of new energy vehicles. To study and formulate differentiated management policies for the use of public resources such as exclusive traffic and parking spaces for new energy vehicles in the province. We will study and promulgate special road rights policies for new energy vehicles in all areas of the province, liberalize road rights for new energy vehicles, especially pure electric vehicles, and improve travel convenience for new energy vehicles. We will speed up research on subsidies for clean energy logistics vehicles, taxis (including cruise taxis and net taxis), buses, buses, buses, tourist buses, freight cars and other operations to promote the clean energy of operating vehicles.
Fourth, build a green and intelligent transportation system with clean energy vehicles as carriers. Encourage green travel to promote the application of clean energy vehicles and explore the mechanism of carbon reduction points for green travel. Sixth, we should build a clean energy supply system with diversified structure and innovative wisdom. Promote the construction of clean energy demonstration provinces, create innovative examples of clean energy automobiles, green transportation and smart energy linkage, and achieve cleaner energy supply throughout the life cycle. To build a safe and stable green smart grid, we will effectively promote the technological revolution of large-scale renewable energy access and the reform of market-oriented electricity purchase and consumption by improving the operation mechanism of new energy, strengthening and innovating power demand side management, and speeding up the integration of new energy and information technology. In areas with basic conditions, demonstration zones for hydrogen energy utilization should be built, hydrogen industry should be laid out ahead of schedule and infrastructure construction should be injected to build a clean, low-carbon, safe and efficient modern energy system.
The publication and implementation of the Plan is of great guiding significance to the promotion and application of clean energy vehicles and the development of the whole industry chain of new energy vehicles in Hainan Province. On the one hand, we will effectively control greenhouse gas emissions and achieve green and low-carbon development through the large-scale popularization and application of clean energy vehicles; on the other hand, we will focus on building a safe, green, intensive and efficient clean energy supply system in the field of automobile transportation, which will play a greater role in promoting the construction of a clean energy demonstration Province in Hainan Province.
