At the two sessions this year, Liu Shaoyong, member of the CPPCC National Committee, chairman of China Eastern Airlines Group and Secretary of the Party Group, submitted two proposals on supporting the healthy development of domestic airliners, improving the core competitiveness of domestic airliners and improving the first aid system for air passengers.
In the proposal of supporting the healthy development of domestic airliners and improving the core competitiveness of domestic airliners, Liu Shaoyong believes that in the process of production and operation of domestic airliners, it is necessary to take the iteration and upgrading of aircraft, the success of commercial operation and the willingness of customers as the pursuit objectives. The state should take overall consideration and increase policy support from three aspects: R&D, operation and service.
In recent years, important breakthroughs have been made in the development of civil aircraft in China. In 2017, the C919 flew for the first time. In 2018, the total order volume of ARJ21 exceeded 500 units.
Liu Shaoyong said that after achieving zero breakthrough, how to solve the problem of neck jam and reduce the dependence on imported core technology, how to achieve commercial breakthroughs to help users operate domestic airliners successfully, and how to make domestic airliners become the sustainability of passengerswillingness to choose, airlines willingness to use and market competitiveness. Continuous development of products will become a new problem for domestic aircraft to further strengthen R&D, commercial operation and market formation in the new stage. Therefore, in the process of production and operation of domestic airliners, it is necessary to take iteration upgrading, successful commercial operation and customerswillingness to choose as the pursuit objectives. The state should take overall consideration and increase policy support from three aspects: R&D, operation and service.
From the manufacturing point of view, Liu Shaoyong suggested that more support should be given to the development of domestic aircraft. Give full play to the institutional advantages of concentrating on major affairs, adhere to the Partys leadership in civil aircraft research and development, grasp the major, cutting-edge, grasp the foundation, vigorously train and train a large number of aerospace scientists, and constantly overcome high-end problems. Especially in key areas, where the neck is stuck, great efforts should be made to achieve a series of symbolic scientific and technological achievements. Only by realizing the autonomous control of key core technologies in the field of civil machine manufacturing, can we firmly grasp the initiative of innovation and development in our hands.
From the operational point of view, Liu Shaoyong suggested that policy support should be strengthened in encouraging the purchase of domestic aircraft. China Eastern Airlines firmly supports domestic products, has ordered 20 C919, become the worlds first user of C919, and discussed ordering ARJ aircraft. In the future domestic aircraft operation, it is suggested to set up operation cultivation period and establish and improve industrial cultivation policy. At the same time, it will provide more comprehensive policy guarantee in promoting credit and financial support and improving the supply chain of aviation materials.
From the passengers point of view, Liu Shaoyong suggested that the choice of domestic aircraft should be encouraged. It is suggested that policies should be introduced to encourage passengers to take domestic aircraft.
Liu Shaoyong put forward six specific suggestions in the proposal of improving the first aid system for air passengers.
First, we should increase publicity and education to enhance the awareness of health opportunities for all. The media, public welfare organizations, airlines, airports and other relevant parties should work together to give full play to their respective advantages, work in a multi-pronged manner, and increase publicity and education efforts.
The second is to strengthen the training of the crew and enhance the airlines ability to deal with first aid on board. Especially for the identification of common diseases, the use of medical devices and the implementation of rescue measures, we should intensify training efforts, improve the disposal process, and promote crew members to provide more timely and professional assistance to passengers.
Third, expand the volunteer team of air medical service and develop on-board telemedicine. Promote the Air Medical Volunteers campaign and call for more medical personnel to join the air medical volunteers. When air emergency medical incidents occur, airlines make full use of satellite telephones and air WIFI to contact medical volunteers on the ground and carry out telemedicine first aid.
Fourth, we should promote pre-boarding medical consultation and reduce air emergency medical incidents. Help passengers to confirm whether they are suitable for taking airplanes and the medicines they need to carry with them, so as to avoid emergency medical incidents in the air to the greatest extent.
Fifth, we should enhance the ability of airport emergency treatment and strengthen the connection between airports and airlines. Especially in improving the air passenger first aid disposal process, strengthening emergency facilities, enhancing the professional competence of first aid staff, optimizing information transmission and convergence and so on.
Sixth, the establishment of Frequent Passenger Medical Information system to provide passengers with full process safety services. On the basis of obtaining passengers consent, a shared Frequent Passenger Medical Information system is established to facilitate communication with passengers in advance and provide healthy flight suggestions.
