Zhao Zhengyong, 68, was born in Maanshan, Anhui Province, and moved from Anhui to Shaanxi in 2001. Zhao Zhengyongs 15 years of deep farming in Shaanxi officialdom covered a wide range of issues. Just as Zhao Zhengyong was announced to investigate, a number of Shaanxi officials were taken away to assist in the investigation, including two deputy provincial officials and two officials at the official level.

Fifty entering Shaanxi Province

In March 1951, an ordinary miners family in Maanshan, Anhui Province, was born with a baby boy. After a comfortable childhood, Zhao Zhengyong, like most of his peers, caught up with the ten-year catastrophe in adulthood and was involved in the torrent of going to the mountains and countryside.

In November 1968, 17-year-old Zhao Zhengyong came to Shuiyang Commune in Xuancheng District of Anhui Province to join the queue and became a peasant for two years as an educated youth. Since then, Zhao has worked in the motor workshop of the repair Department of Maanshan Iron and Steel Company, Anhui Province, as a riveter and sheet metal worker.

After four years as a worker, in October 1974, Zhao Zhengyong entered the Department of Metal Physics, Department of Materials, Central South University of Mining and Metallurgy. After graduation, Zhao Zhengyong was able to enter the cadre sequence of Ma Gang Company and enter the official career from then on.

After more than 20 years of struggle, Zhao Zhengyong, 49, was appointed Secretary of Anhui Political and Legal Committee and Director of Public Security Department in June 2000.

People familiar with the situation told Caijing that Zhao Zhengyong had never entered the Standing Committee of the Anhui Provincial Committee because of his strong personality and many colleaguesdissatisfaction.

Anhui officialdom is not smooth, Zhao Zhengyong is looking for another way out. In June 2001, Zhao Zhengyong, 50, was transferred to the Standing Committee of the Shaanxi Provincial Committee and the Secretary of the Political and Legal Committee. Four years later, he was transferred to the Standing Committee of the Shaanxi Provincial Committee, the Deputy Governor and the Deputy Secretary of the Party Group.

Several Shaanxi officials revealed that Zhao Zhengyong maintained his strong working attitude in Shaanxi, not only among his colleagues, but also directly involved in some economic disputes and even intervened in the judiciary.

The most representative incidents are those reported by the media in the past: 10 billion state-owned coal mines in Yulin are suspected of being sold cheaply by 100 million yuan, the highest law of pressure from the Shaanxi Provincial Government and women Hong Kong businessmen have paid 35 yuan for six years in coal mines of 100 billion yuan.

A Caijing reporters survey found that two of the three incidents involved Hong Kong businesswoman Liu Juan. With Zhao Zhengyongs unremitting support, Liu Juan not only completed the examination and approval of the disputed mineral rights in the Polo mine field, but also tried many times to transfer the mineral rights for profit.

Intervene in economic disputes

In 2006, Yulin Kaiqilai Energy Investment Co., Ltd. (hereinafter referred to as Kaiqilai) and Xian Geological and Mineral Exploration and Development Institute (hereinafter referred to as Xian Exploration and Development Institute) had disputes over a cooperative exploration contract. The lawsuit lasted 12 years. The value of the exploration rights contested by both sides had risen to 100 billion yuan, which was called 100 billion Yuan mining rights case among the workshops.

The Boro Minefield is located in the north of Yuheng Mining Area, northern Shaanxi Province, with attractive potential. According to the relevant documents of Shaanxi Development and Reform Commission, the area of the Polo mine field is 339.2 square kilometers, the geological reserves of coal are 1.568 billion tons and the recoverable amount is 1.098 billion tons.

In July 2002, the West Prospecting Institute acquired the right of prospecting for the Baltic Minefield Census, covering an area of 279.23 square kilometres, which is valid until April 25, 2005. After continuation and alteration, the exploration area expanded to 340 square kilometers.

Kaiqilai signed a cooperative exploration contract with the Western Survey Institute in 2003. The two sides agreed that Kaiqilai would pay 12 million yuan for the pre-exploration expenses of the West Prospecting Institute, and the latter agreed that the former would have 80% of the rights and interests of the exploration results. Subsequently, the two sides carried out a detailed investigation and detailed investigation of the Polo mine field, and after assessing the prospecting rights of the mining area by the statutory assessment agencies, they submitted them to the Shaanxi Provincial Department of Land and Resources for the record.

After the signing of the contract, Zhao Zhengyong and others intervened, which eventually led to a protracted mining rights dispute.

On October 20, 2003, the summary of the 21st Standing Meeting of the Shaanxi Provincial Government decided that the coal resources in northern Shaanxi that have not yet registered the right of prospecting should be registered and directly controlled by the provincial government, and the provincial government should arrange financial funds to carry out prospecting; the units that had previously granted the right of prospecting should be regarded as carrying out the exploration on behalf of the government, and the prospecting right holders have no right to dispose of the right of prospecting and whether the right of prospecting should be To whom and how to transfer, the provincial government shall make decisions according to the overall plan of base construction and the implementation of transformation projects.

However, on April 14, 2006, in the precondition of signing a contract with Cachelet, the Western Survey Institute and Hong Kong Yiye Investment (Group) Limited (hereinafter referred to as Hong Kong Yiye) signed a contract for the cooperative exploration of the Baltic Mine Field, resulting in disputes.

Zhao Faqi, the legal representative of Kaiqilai, believed that it was under Zhao Zhengyongs arrangement that the Western Survey Institute married two women in the Boro Minefield. After gaining the right to explore the Boro mine field, Yiye Hong Kong sold it to overseas companies at a price of 2.1 billion yuan.

In May 2006, after repeated unsuccessful negotiations, Cagelet sued the Western Prospecting Court to the Shaanxi Provincial High Court for breach of contract, requesting that the other party be ordered to perform the contract. Five months later, the Shaanxi Provincial High Court decided Kaiqilai to win the lawsuit in the first instance on the grounds that the cooperative exploration contract signed by the two sides in 2003 is the true intention of both sides, the content does not violate the mandatory provisions of laws and regulations, and the contract should be recognized as valid.

The Western Reconnaissance Court refused to accept this and appealed to the Supreme Court. During the hearing of the case by the Supreme Court, on May 4, 2008, the General Office of the Shaanxi Provincial Government issued to the Supreme Court a Report on the Dispute over Exploration Rights between the Western Exploration Court and Cachelet Company (hereinafter referred to as the Situation Report), which included the contract between the Western Exploration Court and Cachelet has not been completed and filed, has not been implemented, and should be an invalid contract; The first trial decision of the Provincial High Court cited documents. According to the incorrect understanding; execution of the first instance judgment will result in serious loss of state-owned assets and so on.

If the decision of the Provincial High Court is maintained, it will have a series of serious consequences and bring about a greater negative impact on the stability and development of Shaanxi Province.

At the end of April 2008, Xi Xiaoming, then Vice President of the Supreme Court, was convicted of bribery for life. He invited Shaanxi provincial government officials to the Supreme Court to discuss the case, which laid the groundwork for the Shaanxi provincial government to send the Situation Report later.

On November 4, 2009, the Supreme Court ruled that the first instance judgment of the Shaanxi Provincial High Court should be revoked and the case sent back for retrial.

Insiders revealed that after the Situation Report was disclosed by the media, the Shaanxi Provincial Committee reported to the Central Office, and Zhou Yongkang, then Secretary of the Political and Legal Committee of the Central Committee, gave instructions to guide public opinion correctly.

Intervention in justice

On August 30, 2010, Zhao Zhengyong, who has been promoted to the acting governor of Shaanxi Province, chaired a special party group meeting of the provincial government. It was decided that the provincial supervisory department, together with the provincial legal department and the provincial industrial and commercial bureau, would form an investigation team to conduct a special investigation into the disputes between Kaiqilai and the Western Investigation Institute.

The investigation team concluded that in order to avoid the decision of the 21 executive meetings of the Shaanxi Provincial Government, this contract belongs to the act of collusion and deliberate violation of regulations to sign a false contract, so the contract is invalid. At this time, during the retrial of the 100 billion mining rights case by the Shanxi High Court, the confirmation of the investigative team has in fact become an example of the case that the government replaces the court.

On November 3, 2010, Zhao Zhengyong again arranged to hold a special meeting of provincial government party group on the case of 100 billion mining rights. The meeting pointed out that Shaanxi Provincial Government Office, Provincial Legal Office, Provincial High Court, Provincial Public Security Department, Provincial Land and Resources Department, Provincial Industrial and Commercial Bureau, Provincial Geological and Mineral Bureau and other units should attach great importance to the spirit of the meeting and specific requirements, actively rectify the related issues involving their units, and implement the treatment of relevant responsible persons on schedule.

According to the information obtained by Caijing reporter, on November 29, 2010, according to the requirements of Shaanxi Discipline Commissions Supervisory Office, the Discipline Inspection Unit of Shaanxi Provincial Higher Court investigated and dealt with the trial personnel of the first instance in 2006 who tried the contract disputes between Xikang Court and Kaiqilai, and supervised the whole retrial process.

On March 30, 2011, the Shaanxi Provincial High Court issued a retrial judgment, holding that in order to avoid the malicious collusion of the 21 meeting minutes between the Western Survey Court and Kaiqilai, and to damage the national interests, the two sides decided that the cooperative exploration contract was null and void.

On the second day of the judgment, the Shaanxi Provincial Supervision Office reported to Zhao Zhengyong a report on the investigation of the mining rights dispute in the Polo mine field. One of the contents of the report is the investigation and arrest of suspected criminals in Kaiqilai. It is proposed that the provincial public security department should supervise the investigation and settlement of the case by Yulin Public Security Bureau as soon as possible.

Cachelet refused to accept, and appealed to the Supreme Court on April 29, 2011. During the appeal period, Yulin Industry and Commerce Bureau filed a case against Kaiqilai Company, cancelled the companys business registration, and transferred the case to Yulin Public Security Bureau on suspicion of false reporting of registered capital.

On August 19, 2011, Zhao Faqi was detained by Yulin Public Security Bureau on suspicion of fabricating registered capital. After 133 days in detention center, he was released on bail pending trial. After that, he was acquitted by Yulin Intermediate Court.

People familiar with the matter told Caijing that Zhao Zhengyong instructed the Bureau of Industry and Commerce to cancel Kaiqilai in order to deprive it of its main right in the case of mining rights in the Baltic Mine Field and prevent it from advancing the litigation procedure. In the meantime, Kaiqilai initiated administrative litigation on revoking business license. The Yulin Intermediate Court ruled that the punishment of Kaiqilai by Yulin Industry and Commerce Department violated national laws and regulations. In 2013, Kaiqilai business license was restored.

On November 25, 2013, the Supreme Court adjudicated the suspension of 100 billion mining rights litigation. In October 2015, Cachelet applied to the Supreme Court for a resumption of trial.

On January 12, 2017, the Supreme Court heard the case publicly. On December 16, the same year, the Supreme Court made a final judgment. It believed that the retrial judgment of the Shaanxi High Court had errors in identifying the facts and applying the law. It ruled that the cooperation exploration contract between the Western Survey Court and Kaiqilai was valid and the two sides continued to perform.

After 12 years, the 100 billion mining rights case has returned to its original point. However, when the case entered the stage of execution, the Supreme Courts judgment did not specify the specific content of contract performance, resulting in the failure of execution of the judgment within one year.

On December 26, 2018, Cui Yongyuan, a former host of CCTV, wrote on his micro-blog: The 100 billion mining rights files in northern Shaanxi have not been stolen for two years.

On January 8, 2019, in response to the loss of hundreds of billions of mining rights disputes and other issues, led by the Central Political and Legal Commission, with the participation of the State Supervision Committee of the Central Discipline Commission, the Supreme Procuratorate and the Ministry of Public Security, a joint investigation team was set up to conduct investigations in accordance with the law and discipline.

Energy Corruption Cover

Zhao Zhengyongs involvement in the 100 billion-dollar mining rights case is not accidental. During his reign in Shaanxi, he was responsible for the construction of energy and chemical bases in northern Shaanxi for a long time, and left footprints in the process of coal resources integration in northern Shaanxi and geological hazards control in mining areas. At that time, Chinas coal market ushered in the golden decade.

From February to April 2017, the 11th Central Inspection Group conducted a look back tour of Shaanxi Province. On June 8 of the same year, when the inspection team gave feedback to the Shaanxi Provincial Committee on its inspection of looking back, it mentioned that the corruption of mineral resources prospecting, mining, operation and the increase of capital and shares of state-owned companies in Shaanxi had not yet been uncovered.

In fact, the coal industry in Shaanxi has been controlled by Zhao Zhengyong for a long time. Under Zhao Zhengyongs vigorous protection, even serious accidents can be calmed down.

On August 4, 2011, several miners were missing after a flooding accident in Yuchang Coal Mine, Hancheng, Shaanxi Province. Since then, water has been poured into the Sangshuping Coal Mine of Hancheng Mining Industry, which has resulted in the complete paralysis and shutdown of the state-owned key coal mine, resulting in direct economic losses of hundreds of millions of yuan.

However, the investigation report of the Hancheng flooding accident has not been made public in the past few years. People familiar with the matter told Caijing that the Coal Mine Supervision Bureau had delayed the investigation and decided to conceal the loss of the accident and downgrade to deal with the accident. Zhao Zhengyong, then governor of Shaanxi Province, was the main envoy behind the accident.

In addition, since 2006, the Sandaogou Coal Mine in Fugu, Yulin Province, which has amazing coal reserves, has made a lot of profits for more than ten years without any mining procedures. As an official in charge of energy for a long time, Zhao Zhengyong, knowing his procedures were incomplete, turned a blind eye.

On March 27, 2015, the 13th Symposium on the Construction of Energy and Chemical Bases in Northern Shaanxi was held in Yulin, and Zhao Zhengyong, Secretary of the Party Committee of Shaanxi Province, attended the meeting. He proposed that the Shaanxi Department of Land and Resources should be responsible for processing the mining license of Sandaogou Coal Mine as soon as possible. On September 9 of the same year, Sandaogou Coal Mine finally obtained the mining license.

A staff member of Yulin Coal Supervision Bureau disclosed that up to now, whether Sandaogou Coal Mine has passed the acceptance test and whether it has obtained the safety production license of coal mining enterprises has not been officially confirmed or announced, which has aroused outside speculation and doubts.

Manipulation of personnel

During Zhao Zhengyongs appointment as Secretary of the Shaanxi Provincial Party Committee, there were also irregular personnel procedures. According to people familiar with the situation, the problems included employing people to build small circles and build antennas.

For example, the Standing Committee of the Shaanxi Provincial Party Committee has 28 research cadres, and 16 of them will be studied in the absence of conclusions on Party conduct, honest and clean government, personal verification of relevant matters, letters and visits, etc.

In addition, during Zhao Zhengyongs reign in Shaanxi, 42 municipal and county Party and government officials with less than three yearsterm of office were adjusted. Some cadres are promoted to the deputy office level by rocket promotion and point-and-mat type of work. Others are promoted to the deputy office level after 10 years of graduation.

Zhao Zhengyong loves to play tennis. He is known as the tennis captain in the workshop. He has a circle of tennis friends with about dozens of people. Many officials pitched what they liked and practiced tennis skills to win Zhao Zhengyongs favor.

Under the leadership of Zhao Zhengyong, tennis, which is an unpopular sport, has gradually sprung up in Shaanxi officialdom. For a time, the tennis coaches and venues in Xian were not enough, and even professional players were invited to play with Zhao Zhengyong.

According to a Shaanxi office official, in order to please Zhao Zhengyong, the principal person in charge of Shaanxi Gas Group set up an air-film tennis court at a cost of more than 4 million yuan. Unexpectedly, Zhao Zhengyong had been there twice, and he thought it was too conspicuous and never went again. Thereafter, the tennis court was basically idle.

With the popularity of tennis, various competitions have also landed. On March 23, 2012, Shaanxi Provincial Leading Cadres Tennis Competition and Amateur Tennis Open, sponsored by Shaanxi Sports Bureau, was held in Shaanxi Tennis Center. A total of 353 tennis fans signed up for the competition, including 6 provincial and ministerial officials, 67 Bureau officials, Zhao Zhengyong eventually won the runner-up.

People familiar with the situation told Caijing that Zhang Renhua, the former director of Shaanxi Provincial Local Chronicles Office, was one of Zhao Zhengyongs tennis friends. Because of this buddy relationship, in January 2014, Zhang Renhua was transferred to the editor-in-chief of Shaanxi Daily Media Group, and then to the president.

On April 4, 2018, the Shaanxi Disciplinary Commission issued a circular saying that Zhang Renhua had violated discipline seriously and put it on file for examination. As a leading cadre of Party members, Zhang Renhua lost his ideals and beliefs, lacked sense of discipline and seriously damaged the political ecology of his unit. Moreover, after the 18th National Congress of the Communist Party of China, Zhang Renhua still did not converge and stop. His nature was bad and his plot was serious. He should be dealt with seriously.

In addition to Zhang Renhua, Hu Zhiqiang, former Secretary of Yulin Municipal Party Committee and Qian Yinan, former Secretary of Shaanxi Provincial Party Committee, are members of Zhao Zhengyongs tennis circle of friends.

Some insiders told Caijing that after Ho Chi-qiangs fall, the problem of buying officials and selling officials gradually appeared, even to the extent of clearly marked prices. Some economically developed districts and counties are basically Zhao Zhengyong who has the final say. If they want to be leaders in these districts and counties, do not think about 30 million yuan.

On August 6, 2018, the Shaanxi Discipline Commissions Supervisory Committee announced that Hu Chuanxiang, the former director of the Corruption Prevention Department of the Shaanxi Discipline Commission, was suspected of serious violations of discipline and law and was subject to disciplinary review and investigation. Hu Chuanxiang is a nephew of Zhao Zhengyong. Subsequently, Li Bingmao, President of Tiandiyuan Co., Ltd. (600665. SH) and Ma Xiaofeng, Vice President, were taken away for investigation in connection with the case.

To deal with the renovation of Qinling Villas

On Jan. 9, 2019, CCTV comprehensive channel broadcasted the feature film Grasping the Right Times to the End, reviewing the whole Qinling Villa Villa renovation process.

Violation of villas is the appearance, not to mention politics is fundamental. In the feature film, Xu Lingyi, Deputy Secretary of the Commission of Discipline and deputy director of the State Supervisory Commission, who is responsible for investigating Violation of Villas in Qinling Mountains, is qualitative.

According to public information, four years ago, Xi Jinping, General Secretary of the CPC Central Committee, gave instructions on the illegal construction of villas in Xian section at the northern foot of Qinling Mountains. However, the key officials at the three levels in the urban areas of Shaanxi Province have not seriously implemented the investigation and punishment of the important instructions.

On May 13, 2014, Xi Jinping gave his first directive on the issue of Qinling villas, asking Shaanxi Province to pay attention to this issue. Two days later, the General Office of the Shaanxi Provincial Committee received the approval from the Inspection Office of the Central Office. However, Zhao Zhengyong, then the main leader of the Shaanxi Provincial Party Committee, did not communicate and study at the Standing Committee of the Provincial Party Committee, nor did he conduct a special study, but simply approved the transfer: the provincial Party committees inspection office jointly with Xian City, as soon as possible to check the materials submitted to the Central Committee.

It was not until June 10 of the same year that Xian City established an investigation team on the illegal construction of the northern foot of the Qinling Mountains. A month after the investigation, the Xian Municipal Committee reported to the Shaanxi Provincial Committee that 202 villas in Qinling Mountains had been found out. The Shaanxi Provincial Committee did not verify the report and directly quoted data to the central government for reporting.

In October 2014, Xi Jinping issued a second directive: We must attach great importance to it and rectify it resolutely so as to curb the spread of such problems that undermine ecological civilization by taking practical actions. This time, Zhao Zhengyong still put forward the principled request at the Standing Committee of the Provincial Committee of the CPC, hoping that Xian will implement it seriously.

Chen Zhangyong, Director of the Eighth Room of the Central Discipline Commission, believes that in the process of implementing the second important instructions of the General Secretary, the Shaanxi Provincial Committee gives the impression that the meeting has been conveyed, the leaders have given instructions, the work has been supervised and the results have been reported. However, through in-depth investigation, we find that there are serious formalism and bureaucracy problems in these communications, inspections and reports.

At present, 1194 illegal villas in Xian section of the northern foot of Qinling Mountains are listed as objects of investigation and treatment, including the Super Villa located in Caijiapo Village, Shijing Town, Shaoyi District, which covers 14.11 mu. Several officials in Shaanxi told Caijing that dozens of officials at or above the rank were investigated for illegal villas in Qinling Mountains and became samples of corruption in collapse mode.
