The animal husbandry and veterinary administrative departments at or above the county level shall be responsible for organizing the compulsory immunization of dogs against rabies.

The comprehensive law enforcement departments of urban management at or above the county level shall be responsible for investigating and dealing with the behavior of raising dogs affecting the citys appearance and environmental hygiene.

Dogs are prohibited in hospitals and schools

Peoples governments at or above the county level may delimit areas within their administrative areas that are prohibited from raising and entering dogs according to law, and the areas that are prohibited shall be announced 30 days in advance.

Peoples governments at or above the county level may temporarily prohibit dogs from entering designated areas during major holidays or major events. The designated temporary prohibited areas shall be announced three days in advance.

Units and individuals may decide whether dogs are allowed to enter their management places or not, and if they decide to prohibit dogs from entering their management places, they shall set up obvious prohibition marks.

6. If the dog goes out to excrete, the person carrying the dog shall immediately remove the dogs excreta.

7. No violation of laws, regulations or other relevant provisions shall be permitted.

Villages (residential) committees and ownerscommittees may determine the specific time when dogs are prohibited from taking elevators according to the actual situation.

Dog breeders shall not abuse or abandon their dogs; if a dog dies, it shall be treated harmlessly in accordance with the regulations.

Persons with disabilities who carry guide dogs, help dogs to enter and exit public places, take public transport and elevators shall abide by the relevant provisions of the State, and staff members in public places shall provide accessible services in accordance with the relevant provisions of the State.

Encouraging citizens to adopt healthy stray dogs

The stray dogs caught by the public security organs of the peoples governments at or above the county level, the comprehensive law enforcement departments of urban management and the peoples governments of towns, subdistrict offices and community service centers shall be handled in accordance with the relevant provisions.

Citizens are encouraged to adopt healthy stray dogs.

Those engaged in dog sales shall register for Industry and commerce according to law, and dogs shall be sold at designated places. The peoples government at the county level shall designate venues for the sale of dogs in the region and make them known to the public.

Any unit or individual shall have the right to criticize, dissuade or report any act of keeping dogs in violation of these Provisions.

If a breeder violates these Provisions and raises fierce dogs, the public security organ of the peoples government at or above the county level shall order the breeder to make corrections and give warnings to the breeder; if the breeder refuses to make corrections, the public security organ of the peoples government at or above the county level shall be responsible for killing the fierce dogs.

If an animal health supervision institution at or above the county level finds that dogs over three months of age have not undergone compulsory immunization against rabies, it shall order the breeders to make corrections and give warnings; if they refuse to make corrections, the animal health supervision institution at or above the county level shall take the place of them, and the necessary treatment expenses shall be borne by the breeders, and the unit breeders may be fined not less than 500 yuan but not more than 5,000 yuan; and the individual breeders shall be fined 200 yuan. The above fine is less than 1000 yuan.

If a keeper violates the provisions of Items 1 to 5, he shall be ordered by the public security organ of the peoples government at or above the county level to make corrections and give warnings; if he refuses to make corrections, he shall be fined not less than 500 yuan but not more than 5000 yuan for the keeper of the unit; and if he refuses to make corrections, he shall be fined not less than 200 yuan but not more than 500 yuan for the individual keeper

If a keeper violates the provisions of Item 6, he shall be ordered by the comprehensive law enforcement department of urban management at or above the county level to make corrections and give warnings; if he refuses to make corrections, he shall be fined not less than 500 yuan but not more than 5000 yuan for the unit keeper; and if he refuses to make corrections, he shall be fined not less than 50 yuan but not more than 500 yuan for the individual keeper.

If a dog injures another person, the breeder shall immediately send the injured person to a medical institution for diagnosis and treatment, and advance all medical expenses.

For injured dogs, the breeder shall immediately isolate and observe the dogs. If there are clinical suspicious symptoms, the breeder shall immediately report the injured dogs to the local animal husbandry and veterinary department at the county level and deal with them in accordance with relevant regulations.

Farmers are encouraged to insure animal liability insurance.

If the injured dog is not immediately sent to a medical institution for treatment and all medical expenses are paid in advance, the public security organ of the peoples government at or above the county level shall order the breeder to make corrections and give warnings; if he refuses to make corrections, he may impose a fine of not less than 5000 yuan but not more than 30000 yuan on the unit breeder; and a fine of not less than 100 yuan but not more than 1000 yuan on the individual breeder.

If the case is not dealt with in accordance with the law and the dog is severely punished by administrative sanctions, which will affect the lives of others and cause damage to others, the infringed person shall have the right to complain, report, report or complain to the public security and city administration departments, and shall have the right to apply to the mediation organization for mediation in accordance with the law.
