The hearing was held at 9 a.m. on January 30, and the general ticket price of Yuelu Academy was to be reduced from 50 yuan per person to 40 yuan per person.

According to the Hunan Development and Reform Commission, in November 2018, the Hunan Provincial Price and Cost Investigation Team monitored the cost of Yuelu College in 2016 and 2017. In 2016, the cost of ordinary admission tickets for Yuelu College was 45.4 yuan, and in 2017, the cost of ordinary admission tickets for Yuelu College was 44.33 yuan.
Hunan Provincial Development and Reform Commission said that the following factors were fully taken into account in the proposed adjustment of ticket prices: Yuelu Academy was not included in the list of free open museum memorials published by relevant ministries and commissions of the state, and the central and provincial finance had no financial support for its daily protection. Yuelu Academy still needed to rely on ticket collection to maintain its operation. In addition, the ticket pricing cost of Yuelu Academy is strictly limited to reasonable expenditure within the scope of scenic spots.
Hunan Provincial Development and Reform Commission introduced that Yuelu Academy is a national 5A scenic spot and a national key cultural relic protection unit, and Hunan University is entrusted by Hunan Province to maintain and manage it. Hunan University has made a positive contribution to the protection of Yuelu College and the promotion of Huxiang Culture. In order to implement the reform concept of reducing tickets for key state-owned scenic spots, Hunan University has proposed to reduce unit cost expenditure and appropriately reduce ticket prices by strengthening management and optimizing efficiency.
In order to fully reflect the public welfare of Yuelu Academy and increase the peoples sense of access, Hunan Development and Reform Commission intends to reduce its ordinary ticket price from 50 yuan per person to 40 yuan per person, and other preferential prices will be implemented in accordance with relevant laws, regulations and policies, according to the cost supervision of ticket prices and the actual operation of Yuelu Academy.
In addition, the Hunan Development and Reform Commission also notified 11 participants. Among them, 9 participants in the consumer hearing were recommended by Hunan Consumer Committee, and 2 participants in the operator hearing were recommended by Hunan University.
Relevant personages of Hunan Development and Reform Commission disclosed that according to the requirements of higher authorities on reducing ticket prices of key state-owned scenic spots, as of December 2018, there were 44 scenic spots (spots) in Hunan Province, including five 5A scenic spots such as Wulingyuan core scenic spot, with an average reduction of 21%. This year, Hunan Province will continue to improve the formation mechanism of ticket prices in state-owned scenic spots, further expand the scope of ticket price reduction in state-owned scenic spots, and encourage non-state-owned scenic spots to reduce ticket prices.
