According to the Ministry of Veterans Affairs, on January 19, Sun Shao-cheng, Secretary of the Party Leadership Group, minister and deputy head of the National Leadership Group for Double Support Work, led a consolation delegation to Anyang, Henan Province, to pay tribute to Army 66188.
This means that Sun Shao-chao once served as Vice-Chairman of the Leading Group of the National Double Supporting Work for the second time. This information should be disclosed for the first time.
The Ministry of Civil Affairs has worked for 28 years.
Sun Shaoyang, male, Han nationality, born in July 1960, Haiyang, Shandong Province, took part in work in July 1984, joined the Communist Party of China in May 1986, with a postgraduate degree and a doctor of law. He is currently Minister of Retired Military Affairs and Secretary of the Party Group.
He graduated from the Chinese Department of Shandong University. After graduation, he worked in the Disaster Relief Department of the Ministry of Civil Affairs. From July 1984 to August 2012, Sun Shaoyang worked in the Ministry of Civil Affairs for 28 years.
During his work in the Ministry of Civil Affairs, Sun Shao-cheng served as Vice-Chairman of the National Leading Group for Double Support Work.
In August 2012, Sun Shaoxiang, then Vice Minister of Civil Affairs, landed in his hometown and became Vice Governor of Shandong Province, a large military province. He worked in Shanxi Province two years later, serving as Minister and Vice Governor of the United Front Department of the Provincial Party Committee.
After nearly five years of local training, Sun Shaoyang returned to the Ministry of Civil Affairs in February 2017.
However, only three months in the Ministry of Civil Affairs, Sun Shao-galang was appointed Secretary and Vice-Minister of the Party Group of the Ministry of Land and Resources. In March 2018, Sun Shao-galang was appointed head of the Department of Veterans Affairs with the progress of institutional reform.
The Plan for Deepening the Reform of Party and State Institutions clearly establishes the Ministry of Retired Military Affairs, which integrates the functions of the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the Political Work Department of the Central Military Commission and the Ministry of Logistics Support, and the Ministry of Retired Military Affairs as a component Department of the State Council.
Who is the group leader?
This means that Sun Shao-gallant, who has arrived at his new post, regains his old line of work.
On April 16, the Ministry of Veterans Affairs was set up. Its responsibilities include guiding the work of supporting military superiors throughout the country, honorary awards for martyrs and veterans, maintenance of military cemeteries and commemorative activities.
The new departments internal structure is also reflected. The official website shows that the Department of Veterans Affairs currently has 10 divisions (offices), one of which is the Supporting Army Youfu Division.
In this way, it seems logical for Sun Shao-galang to assume the post of Vice-Chairman of the Leading Group of the National Double Supporting Work.
Briefly introducing this group, the double support work is the abbreviation of the work of supporting military superiors, supporting government and loving the people.
In June 1991, with the approval of the Central Committee of the Party, the State Council and the Central Military Commission established the National Leading Group for Supporting the Army, Supporting the Government and Loving the People. At that time, Comrade Chen Junsheng, State Councilor, served as the leader of the Leading Group, while the leaders of the Intermediate Office, the State Office, the Ministry of Civil Affairs and the General Political Department served as the deputy leader. The leaders of 24 departments of the Central Party and Government Army were members, with offices drawn up by the Ministry of Civil Joint personnel office, responsible for the daily work of the leadership team.
Leading group has been adjusted many times, Luogan, Simayi Aimaiti and Hui Liangyu have successively served as group leaders.
In 2013, the list of members of the group changed again. State Councilor Wang Yong served as the group leader. There were seven Deputy Group leaders, including the Minister of Civil Affairs, the former deputy director of the General Political Department, the deputy director of the Intermediate Office, the deputy director of the Central Group Department, the head of the discipline inspection team of the State Council, the deputy director of the Central Propaganda Department and the Ministry of Civil Affairs.
First visit to grass-roots units
Sun Shao-gallopings trip to Henan was the first time in public reports that this new Department consoled the grass-roots units.
In addition to Sun Shaoxing, Fang Yongxiang, assistant director of the Political Work Department of the Central Military Commission and deputy director of the Department of Veterans Affairs, also took part in the condolences.
Sun Shaoyang mentioned several important actions of the Department of Veterans Affairs since the listing.
Speed up the formulation of policies and regulations such as the Law on the Protection of Retired Soldiers
Actively promote the transfer management of Party membersorganizational relations, employment and entrepreneurship, retirement and resettlement, social security succession, handover of disabilities and other contradictions and problems to be solved.
More than 82,000 military cadres, more than 400,000 retired soldiers, more than 9,600 retired cadres and retired sergeants have been properly resettled.
Coordinating the central governments increased investment to benefit nearly 10 million veterans and other preferential care recipients, with the key preferential care recipients being advanced from October 1 to August 1 each year
Deployment and development of information acquisition and hanging of honor plates
What will this new department do this year? Sun Shao-gallant mentioned two points, one is to strengthen the top-level design; the other is to do a good job in receiving and resettling retired soldiers and ensuring their treatment.
The concern for veterans is not just about this new department.
Retired servicemen should be cared for. They have contributed to the protection of their families and their country. On New Years Eve, President Xi Jinping delivered a New Years greeting in 1919 through the Central Radio and Television Station and the Internet, with special reference to veterans.
In January 2019, Xi Jinpings first domestic expedition in the New Year involved three provinces and cities in Beijing, Tianjin and Hebei. During his expedition in Tianjin, he visited Chaoyangli community and set up a special service station for veterans in Chaoyangli.
Investigation in the major provinces of soldiers
The current leadership of the Ministry of Veterans Affairs is one chief and three deputies. Among them, the minister and the Secretary of the Party Group are Sun Shao-cheng and the deputy ministers are Qian Feng and Fang Yongxiang.
Since last year, Sun Shao-cheng and two vice-ministers have visited the grass-roots level for many times, including at least three times to Hebei, two times to Tianjin, and in addition to Shandong, Jiangsu and other places.
These places are all provinces with large numbers of soldiers.
As a major garrison province and a major military province, Hebei Province last year not only welcomed the senior officers of the Ministry of Veterans Affairs, but also held a high-level meeting called the exchange of working experience of veterans.
The purpose of the meeting was to summarize and exchange experiences and practices in Hebei and other places, study and deploy retired servicemen to do a better job. The meeting was held from 30 June to 1 July last year. A number of high-level participants attended the meeting, including members of the Political Bureau of the CPC Central Committee, Vice Premier Sun Chunlan of the State Council, members of the Political Bureau of the CPC Central Committee, Secretary of the Political and Legal Committee Guo Shengqi, State Councilor and Minister of Public Security. Zhao Kezhi.
This means that Hebei is in the forefront of veterans.
Just at the end of last year, the Hebei Provincial Party Committee and the provincial government also issued the Preferential Measures for Public Service of Retired Soldiers in Hebei Province (for trial implementation). It mentioned that retired soldiers can enjoy preferential or preferential treatment on the basis of the Preferential Certificate for Retired Soldiers in Hebei Province.
Top-level design for veterans is expected to start in 2019.
On January 16, the Ministry of Veterans Affairs held its first annual legislative working meeting since its establishment. The meeting revealed that in 2019, it would continue to press ahead with the drafting of the Law on VeteransSupport, start the formulation and revision of relevant supporting administrative regulations as soon as possible, and launch the research and demonstration of military cemeteries, the construction of preferential care institutions and the publication of policy documents on veterans education and training. u3002
Qian Feng stressed that:
Constructing a policy and system system based on the Law on the Protection of Retired Soldiers, backed by administrative regulations and supported by departmental rules and normative documents, so as to make major reforms justified in law and make major decisions made by the Party Central Committee rise to the will of the state.
