In 2018, the national customs detained 445,000 batches of infringing goods, involving 22.94 million infringing goods.

According to preliminary statistics, in 2018, the national customs detained 445,000 batches of inbound and outbound infringed goods, involving 22.940 million infringed goods, worth 200 million yuan, an increase of 132.1%, a decrease of 43.4% and an increase of 11.1% over the previous year, respectively.

Last year, the Customs launched a four-month Longteng special action to protect the intellectual property rights of enterprises with export intellectual property advantages. 385 batches of import and export goods suspected of infringing the independent intellectual property rights of domestic enterprises were seized, involving 3.09 million suspected infringing goods with a case value of RMB 61.14 million. In conjunction with the General Administration of Market Supervision and other departments, the Customs launched a special action of network market supervision in 2018 (Cyber Sword Action) to rectify infringements and violations in the field of Internet. Promote regional customs law enforcement cooperation, strengthen law enforcement linkage, establish a rapid response mechanism for major cases, information on major infringement risks and case linkage detection mechanism, and prevent the drift of infringement counterfeit ports. To strengthen the connection between the two laws, the Customs and the Ministry of Public Security will jointly supervise the export of integrated circuits, sports shoes and other major cases.

Statistics show that in 2018, the General Administration of Customs approved 11488 applications for customs protection of intellectual property rights, an increase of 24.9% over the same period last year. Among them, 6631 applications involving domestic rights holders accounted for 57.7%. Customs will improve and promote the mobile inquiry system of intellectual property rights customs protection filing to realize on-line comparison of the intellectual property status of goods between frontline inspectors at ports; speed up the upgrading and transformation of the Intellectual Property Rights Customs Protection Law Enforcement System, promote the paperless process of intellectual property customs protection cases; and provide the basis for the established national expert group on risk analysis of intellectual property rights in Customs. On the other hand, the National Customs Express and Cross-border E-commerce Channel Infringement Risk Prevention and Control Working Group was set up to strengthen the prevention and control of the infringement risk of sending and cross-border E-commerce retail channels.

The customs strengthened exchanges of intellectual property rights with countries and regions along the belt and road, and deepened law enforcement cooperation with customs offices in the United States, the European Union, Russia, Japan and South Korea. From March to June, the Russian Customs and the Russian Customs launched a four-month Joint Enforcement Action on Intellectual Property Protection in the 2018 World Cup Football Match, and participated in the multilateral joint enforcement action against counterfeit drugs launched by the World Customs Organization and Interpol.

The General Administration of Customs said that this year, it will continue to carry out the special action of Longteng to protect intellectual property rights of enterprises with export intellectual property advantages, guide and support Chinas opening up, especially private enterprises, to carry out independent innovation, and escort Chinas enterprises to go out. Implementing the deployment requirements for creating an international first-class business environment and protecting intellectual property rights of foreign-funded enterprises, and carrying out special actions of the Customs to protect intellectual property rights of foreign-funded enterprises. In addition, the Customs will further innovate law enforcement methods, improve the linkage mechanism of law enforcement against infringement and counterfeiting in the Internet field, promote a new mode of combating counterfeiting on-line and off-line, make use of the advantages of customs law enforcement at ports, timely discover the illegal clues of infringement, accurately locate the source of counterfeit selling price, and promote the healthy development of new industries such as cross-border e-commerce.
