Recently, Mr. Liu of Zhangjiakou has continuously posted a post on the Internet about picking up dogs and being detained. According to Mr. Liu, in mid-September 2018, he found a dog in a building materials market and lost it the next day. When the police station received the alarm from the owner of the dog, it found Mr. Liu. After half a months negotiation with the owner, Mr. Liu was detained for theft. During Mr. Lius detention, his family promised to compensate the owner of the dog for 50,000 yuan, and Mr. Liu was granted bail pending trial. Mr. Liu told the Beijing Youth Daily that he believed that his dog-picking behavior should not be regarded as theft. The lost dog was found and returned to the owner on bail pending trial, but the compensation of 50,000 yuan was not returned.
Ms. Xu, the owner of the dog, disagreed. She said that surveillance showed that the man had behaved like teasing and feeding the dog ham sausage before. Some people stopped him on the day he carried the dog, so she was suspected of intentional theft. One day in mid-September 2018, Mr. Liu of Zhangjiakou went to a building materials city to find friends to play with and wait to pick up his girlfriend from work. Mr. Liu said that at about 7 p.m. that day, he found that a beagle had no owner to accompany him and played with the dog for a while. Meanwhile, the Beagle followed Mr. Liu to the door of his friends shop.
Near 9 oclock, Mr. Liu received a girlfriend ready to go home, the owner of the dog has not appeared. Mr. Liu thought that the dog was lost, so he put forward the idea of taking it home. Mr. Liu said that he had asked his friend if he had seen the dog. After receiving a negative answer, he took the dog into the car.
Mr. Liu said that after leaving, he felt inappropriate. He called his friends again and told them that if the owner came to find him, he would inform him and send the dog back. But then something unexpected happened. Considering the small size of the house, Mr. Liu sent the dog to his brothers house for feeding that night. Unexpectedly, the next morning, the dog was lost again. Mr. Liu said that at noon on the day the dog was lost, he received a telephone call from the police station saying that the owner of the dog went to the police station to report to the police for the lost Big Dog, and there was evidence that Mr. Liu had taken it away.
Mr. Liu said that after receiving the phone call, he admitted that he had taken the dog away, but also explained that the dog had been lost again. The police station asked the owner of the dog to negotiate with me. The owner of the dog suggested that he only wanted to find his dog. Mr. Liu said he spent the next half month looking for the lost dog, but could not find it back. After unsuccessful consultation between Mr. Liu and the owner of the dog, Mr. Liu was detained for theft.
During Mr. Lius detention, Mr. Lius family agreed with the owner of the dog to compensate the owner for 50,000 yuan. Mr. Liu was granted bail pending trial. On the fourth day of Mr. Lius bail pending trial, the lost dog was found. Mr. Liu took the dog to the police station and returned it to his master. But how to deal with the 50,000 yuan compensation and whether it is appropriate to detain me for theft? I have doubts and feel aggrieved.

In addition, Ms. Xu said that when Mr. Liu took the dog away, someone stopped him saying that it was Aunt Xus dog.
Ms. Xu said that when she opened a shop near the building materials city, she would usually let the dog out for a walk at seven or eight oclock. But late that day she did not see the shadow of the dog. She realized that the dog had been lost and called the police.
The surveillance of the building materials market captured Mr. Lius video of carrying the dog away, and the next day the police station contacted Mr. Liu. He first said to return the dog to us, and then waited for hours to say that the dog had been lost. Ms. Xu couldnt accept it. She believed that Mr. Liu didnt want to return the lost dog.
After half a months consultation and search, Ms. Xu found the police station again, and the police detained Mr. Liu for theft. Later, Mr. Lius family negotiated with Ms. Xu to get a memorandum of understanding for 50,000 yuan compensation for the owner of the dog, and Mr. Liu was granted bail pending trial.
For the compensation of 50,000 yuan, Ms. Xus son, Mr. Ma, said that the lost dog was a beagle dog, which the family spent 20,000 yuan to buy back from Russia. Besides the cost of buying the dog, there are other expenses such as special air tickets.
At the end of October, Mr. Liu recovered the lost dog on bail pending trial and returned it to Ms. Xu through the police station. But they havent paid me back the 50,000 yuan they have already compensated. Im still on bail pending trial.
Regarding the non-return of compensation, Ms. Xus son, Mr. Ma, told the Beijing Youth Daily that her mother had been traveling for more than a month to find a dog and had a dispute with Mr. Liu during the consultation process. The other sides attitude hurt Ms. Xu. This should compensate for the spiritual loss fee.
The local public security department has carried out verification of the case.
Mr. Lius decision on bail pending trial shows that the Economic Development Zone Bureau of Zhangjiakou Public Security Bureau is investigating the case of Xu Mous dog being stolen. Because the suspect may be sentenced to more than fixed-term imprisonment, he will take bail pending trial to avoid social danger. In accordance with Article 64 of the Criminal Procedure Law, it was decided to grant bail pending trial, with a deadline of 22 October 2018.
Mr. Liu said that when he was questioned at the police station, he had never admitted stealing the dog, and the day he took it away, he saw the Beagle for the first time. When he took notes, he kept saying that the dog was running outside and had told his friends to send it back if the owner had found it. Mr. Lius friend, Mr. Ming, responded that he had cooperated with the police to make a record, and the details were not easy to disclose.
