Liang Yujuan, a 24-year-old girl from Guangxi, learned her marriage history from a court summons from Henan.

The subpoena showed that the girl who had never been to Henan registered for marriage in Anyang City, Henan Province, two years ago. The court asked her to appear in court on January 21, 2019 on the grounds of divorce disputes. How could she be sued for divorce by a stranger who had never married herself?

On October 31, 2018, Liang Yujuan, who works in an educational and training institution in Nanning, received a call from a postal courier who told her that she had a courier letter sent to her hometown in Hepu County, Beihai City, Guangxi, asking her to sign for it.

The summons were sent by the courts in Anyang, Henan Province. Liang Yujuan was even more surprised that she had never been to Henan.

The next day, Liang Yujuans parents took her household registration book to the post office to sign and receive the courier for her, and photographed the contents of the subpoena and sent it to her. Her first reaction was that she met a cheater. Now the means of fraud have become so new!

The system shows that on June 30, 2016, she registered with Jin Mou, a man from Matoujian Village, Longan District, Anyang City, Henan Province, but on the same day, she returned to her alma mater, Guangxi Academy of Performing Arts, to get her diploma.

However, seeing the court red stamp on the subpoena and the personal identity information clearly written on the indictment, she vaguely felt that it was not so simple.

When inquiring about the telephone number of the Peoples Court of Longan District in Anyang City, she dialed the past and stressed to the court that she had never been to Henan, nor had she seen the plaintiff demanding divorce.

Is it not you who is accused of divorce? Court staff were also surprised.

After the phone call, she was finally convinced that she was really in a lawsuit.

Later, Liang Yujuan went to her home Civil Affairs Bureau to inquire. After inputting her ID number into the internal civil affairs system, she showed that she had registered to marry Jin Mou, a man from Ma Toujian Town, Longan District, Anyang City, Henan Province, on June 30, 2016.

But on June 30, 2016, when Liang Yujuan returned to her alma mater Guangxi Academy of Performing Arts to get her diploma, how could she register to marry a stranger thousands of miles away on the same day?

On January 15, Wei Huanting, a counselor of Guangxi Vocational Academy of Performing Arts, recalled to China Youth Daily Zhongqing Online that Liang Yujuan did return to school on June 30, 2016 to receive her diploma, and that day they took a picture together. Im her counselor. When she graduated, all the procedures for leaving school came to me. I can prove that.

The man said that on June 26, 2016, he was introduced to a woman who called herself Liang Yujuan and registered for marriage with the Civil Affairs Department on June 30, 2016. He also gave her a lottery of 70,000 yuan. Who knows, on July 20, 2016, the woman said goodbye and the mobile phone was off, so far no one has been found.

According to the husband Jin Mous mobile phone number left on the indictment, Liang Yujuan dialed the phone and answered Jin Mous father, whose accent was difficult for her to understand. She had to contact Jin Mou, a 30-year-old rural youth, through the court.

Jin Mou said that he met a woman who called herself Liang Yujuan on June 26, 2016, and registered for marriage with the Civil Affairs Department on June 30, 2016. He also gave her a lottery of 70,000 yuan. Who knows, on July 20, 2016, the woman said goodbye and the mobile phone was off, so far no one has been found. He took Liang Yujuan to court, demanded divorce and returned 70,000 yuan of lottery gifts.

Jin Mou said that although the women he saw did not look the same as the pictures on his ID card, people were in their teens when they received ID cards. After so many years, people would change.

On the phone, another situation Jin talked about shocked Liang Yujuan even more. He said that when he went to register for marriage, the woman not only took the ID card, but also the original household registration. In order to prove the truth, he not only gave the name of Liang Yujuans father, but also listed other household registration information of her family.

She can even get my household registration. I think its more terrible! Liang Yujuan said.

She guessed and guessed that the problem might lie in her lost ID card two years ago.

On the evening of February 15, 2016, Liang Yujuan was playing by Nanhu Lake in Nanning City. Her handbag was stolen. Along with it, she lost her ID card, student card, bank card and so on. At about 10 oclock that evening, Liang Yujuan went to the Nanhu police station of the nearby Nanning Public Security Bureau to report the case. She showed her police response that night to reporters.

In accordance with the process of reissuing identity cards, on February 17, 2016, she made a report on the loss in the newspaper, and then applied for new identity cards.

The Marriage Registry explains that it is only a certification authority, not an appraisal authority. When registering for marriage, they should check with themselves with their ID cards. They look very similar, and they have their signatures and fingerprints. The procedure is completely in line with the process of getting a marriage certificate. It is impossible not to give it to others.

During the communication, Jin Mou and his family always believed that Liang Yujuan could not get away with the woman who cheated them even though she was not Liang Yujuan herself. How else could the woman get her ID card and original residence registration?

Liang Yujuan sent to the court copies of the police stations alarm receipt, report certificate, report declaration identity card lost special bills, diploma certificate, certificate issued by the school and information notes to prove that the eligible defendant in the divorce dispute was not her, but someone else.

By contrast, the civil affairs systems marriage record makes her more headache. Fortunately, I know this now, otherwise when I go to the marriage registration later, the man finds out that you have been married, thats not embarrassing? Liang Yujuan said that she hoped that the civil affairs department would cancel the marriage which had been replaced by a false name. If the court decides to divorce, I am a girl who has just graduated. My wife is two married. What will my mother-in-law think of me in the future?

Liang Yujuan repeatedly called the marriage registration office of Longan District Civil Affairs Bureau of Anyang City to communicate, but did not get the results she expected.

Its legal. How can I revoke it?

Its not me who holds my ID card. Youve registered it. How is it legal?

The identity cards of the parties have all the registered permanent residences, of course they have been handled.

If you dont go by yourself, you should call the police and go to court to sue. Only the coerced marriage can be revoked by the civil affairs department, and nothing else can be revoked.

She asked the Marriage Registry: Why not verify your ID card and yourself? The copy of the marriage certificate came to me and I saw it. Its very different from me.

If anybody picks up her ID card and goes to great lengths to get a fake account book to use her fake account skills to get a marriage certificate, I think its a bit incredible. The staff member also said that they had never experienced such a situation before. In addition, the marriage registration office of the civil affairs department is equipped with only a card reader to read the information on the ID card. We cant find out that her ID card account is false here. If we can find out that then we will identify it, will we wait till now?

In order to solve this problem, Liang Yujuan asked for leave with her unit many times, and ran to many departments to pay her own road fees, which made her feel helpless. If I didnt report the loss of my ID card at that time, Id like to bear my fault, but I did everything I should do. Why did it turn out like this?

Liang Yujuan didnt think of safeguarding rights through legal means. Lawyers told her that she could sue the Civil Affairs Bureau to dissolve the marriages which had been falsely replaced. However, Guangxi and Henan are far apart, and it may cost tens of thousands of dollars for lawyers.

I just graduated from work soon, where to find tens of thousands of yuan? Liang Yujuan felt that this matter is clearly due to the civil affairs department in the certification of the people is not serious, there are mistakes, why the final victim to bear responsibility?

For Jin Mou, who is far away in Anyang, Liang Yujuan said that she could understand the other partys mood, and finally saved tens of thousands of yuan and was deceived at once. It was not good for anyone to put it on. But the other side now regards her as a cheater, and a young girl dares not go to Henan to deal with this matter, for fear that the other side will spill her anger on her.

Jin Mou told China Youth Daily Zhongqing Online that the self-proclaimed Liang Yujuan disappeared after 20 days of marriage. In September 2016, her family also went to the local police station to report the case. However, the police believed that the two sides had received a marriage certificate and suggested that they deal with the marital disputes. He went to the marriage registry and was told that he could only sue for divorce. In September 2018, he was married again, and the previous marriage registration could not be lifted. He went to the local court to sue for divorce without other means.

What worries Liang Yujuan is that even if the divorce case is finally resolved through legal means, will the woman with her lost ID card go somewhere else to do the same trick and deceive her in her identity, causing her trouble from heaven?

Liang Yujuan went to the Nanhu police station where she had reported the case. The registered residents warned her that the lost ID card could be used again even if it had been re-filed, but because there was no cancellation measure for the ID card at present. After she lost her ID card at that time, she received a receipt from the police station for reporting the case, and she also made a declaration to report the case, and some people used the ID card fraudulently. All of these can be used as exemption evidence.

The Law on Resident Identity Cards stipulates that if anyone falsely uses another persons resident identity card, the public security organ shall impose a fine of not less than 200 yuan but not more than 1,000 yuan or detention for not more than 10 days. If there are illegal gains, the illegal gains shall be confiscated; if any of the above-mentioned acts are engaged in criminal activities, criminal responsibility shall be investigated according to law.

Liang Yujuan wanted to report the crime of using her identity card to the police according to the law, but the police at Nanhu police station said that the incident was in Henan, they had no jurisdiction, and suggested that she go to Henan to report the case.

If that man goes around with my ID card, I have to report it all over the country? Liang Yujuan asked.

According to the principle of territoriality, you either go to the place where you have been infringed or go to the place where your household registration is located. The other party told her.

On January 14, Liang Yujuan returned to the Shiwan Police Station in Hepu County, where she was registered, to report the case. The police also asked her to report the case on the grounds of jurisdiction.

My household registration book has always been in my hometown, not only the head of the household can fill the household registration book in the police station where the household registration is located? How did she manage my household registration book and know my fathers name? Liang Yujuan was puzzled.
