Yesterday, the China Organizational Personnel Daily published a list of well-known people, including CCTV hosts Bai Yansong and Kang Hui, actors Ni Dahong, writers Yan Lianke, Vice-President Jin Canrong, School of International Relations, Renmin University of China, chairman of Weichai Group, Tan Xuguang, and Professor Xinming of the Central Party School.

The special allowance of the Government of the State Council is a reward system for high-level professional and technical personnel and high-skilled personnel by the State Council of the Peoples Republic of China. The winners are called experts who enjoy the special allowance of the State Council.
In 1990, the CPC Central Committee and the State Council decided to grant special government allowances to experts, scholars and technicians who have made outstanding contributions. At present, there are two types of allowances: monthly allowance and one-time allowance. Before 1994, 600 yuan per person per month was paid monthly special government allowances.
Starting in 2011, new government special allowances will be granted to 20,000 yuan per person at a time, exempting from personal income tax.
For selected experts and scholars, although the amount of special allowance is not high, it is a great honor. The special allowance not only encourages experts and scholars to continue to advance, but also shows the concern and love of the CPC Central Committee and the State Council for the vast number of professional and technical personnel and intellectuals, which is conducive to creating a good social environment of respecting knowledge and talents for the whole society.
