As a binding task of jointly grasping the great protection and not developing the great development, the arrest ban in the Yangtze River will be incorporated into the performance appraisal system of local governments.

On January 11, Pengmei News learned from the official website of the Ministry of Agriculture and Rural Areas that recently, the Ministry of Agriculture and Rural Areas, the Ministry of Finance and the Ministry of Human Resources and Social Security jointly issued a circular announcing the Implementation Plan for the Prohibition of Arrest and the Establishment of Compensation System in Key Waters of the Yangtze River Basin (hereinafter referred to as the Program).

According to the Program, the central government adopts a combination of one-time subsidy and transitional subsidy to give appropriate support to the arrest ban. Funds needed for temporary subsistence allowance, social security, vocational skills training and other related work for fishermen returning from fishing are mainly solved by local governments in conjunction with existing policy funding channels.

The central governments one-time subsidy funds are used by local governments to recover fishing rights of fishermen and scrap special production equipment, and are distributed directly to eligible fishermen who withdraw fishing.

In addition, the central government also arranges certain transitional subsidies, which are awarded in the form of performance evaluation. Provinces and municipalities coordinate their efforts to mobilize anti-arrest propaganda, withdraw incentives in advance, and deal with emergencies in an emergency manner.

The plan calls for fishermen to withdraw from the Yangtze River Aquatic Biological Reserve before the end of 2019 and take the lead in imposing a comprehensive ban on fishing. By the end of 2020, fishermen withdraw from the mainstream and important tributaries of the Yangtze River, except for the protected areas, and a tentative 10-year ban on fishing will be imposed.

The Yangtze River is one of the rivers with the richest aquatic biodiversity in the world, and it is also an important ecological security barrier for China. However, in recent years, affected by damming, water pollution, over-fishing, channel regulation, sand quarrying and beach reclamation, the ecology of the Yangtze River has been deteriorating. White dolphin, white sturgeon, and Yangtze shad have not been seen for many years. Chinese sturgeon, Yangtze sturgeon and Yangtze finless porpoise are extremely endangered. The average annual fishing output of the Yangtze River fishery resources in recent years is less than 100,000 tons, accounting for only 0.15% of Chinas total aquatic product output.

The Ministry of Agriculture, Rural Areas and Finance of the Peoples Republic of China are required to take the lead in the implementation of a comprehensive ban on fishing in the aquatic biological reserve of the Yangtze River Basin in 2007, to establish a compensation system for the prohibition of fishing in key waters of the Yangtze River Basin in 2018, and to improve the system of recuperation and health of rivers and lakes in the Opinions of the General Office of the State Council on the enhancement of the protection of aquatic organisms The Ministry, the Ministry of Human Resources and Social Security, together with relevant departments, have studied and formulated the implementation plan of the system of prohibition and compensation for key waters in the Yangtze River Basin.

The plan calls for cracking down on illegal and criminal acts such as electro-toxic explosion, resolutely clearing up and banning no household net and fishing-related three-nothing vessels, and for absorbing qualified fishermen to assist in carrying out patrol and rescue work, giving full play to the role of trade associations and public welfare organizations, and building a group management and group protection pattern.

The Program requires provincial peoples governments to assume the main responsibility for the arrest ban in the Yangtze River, establish and improve leading bodies and promotion mechanisms for the arrest ban led by Party committees or government leaders and participated by relevant departments; provincial and municipal peoples governments should take the arrest ban in the Yangtze River as a binding task to implement the joint efforts to protect the Yangtze River, not to develop it in a large scale, and incorporate it into local government performance appraisal and river length system. The evaluation system of bid tasks shall be responsible for the areas, units and individuals whose work is not propelled effectively and whose responsibilities are not fulfilled properly according to the rules and regulations.

The plan calls for the agricultural and rural departments to take the lead in fishermen and fishing boats investigation, qualification and condition verification of subsidized objects, and anti-arrest arrangements; the financial departments to take the lead in financial subsidies funding arrangements, and in accordance with the provisions to do a good job in auditing and allocating; and the human resources and social security departments to take the lead in the implementation of policies in the field of employment and social security for fishermen who withdraw fishermen.
