The second session of the 13th Beijing Political Consultative Conference will open in the afternoon of today (12th), and members will report in the morning. As an educator, Zhu Min, a member of the CPPCC Municipal Committee, proposed this year to strengthen the construction of the supervisory team.

According to statistics, at the beginning of 2018, there were 835 kindergarten supervisors in 16 districts of Beijing, and 917 public kindergartens and 661 approved private kindergartens were listed. On average, the responsible supervisor visits the kindergarten once a month, mainly focusing on the aspects of running the kindergarten according to law, safety management, health care, conservation education, teachersmorality and style of teaching.

However, Zhu Min pointed out that due to the lack of full-time supervision, the low cost of supervision services and the lack of incentives for high-quality supervision, the inspection and supervision effect of the supervision team has been affected to a certain extent.

Take Haidian District as an example, relying on the school district to establish 17 supervisory responsibility zones, nearly 80 preschool education supervisors, with an average annual comprehensive supervision of 30-40 kindergartens. Since 2016, more than 100 kindergartens have been supervised, but only one full-time supervisor, with arduous tasks, it is difficult to do the work in depth and detail. Retirement supervision fee is 300 yuan per time and in-service supervision fee is 200 yuan per time. It is lower than the standard of expertise fee in the industry (average 1000 yuan per time).

To this end, Zhu Min suggested that the establishment of full-time supervisors should be increased, the remuneration of supervisory services should be increased, and the rewards and incentives for outstanding students should be increased, so as to promote the continuous and steady improvement of supervisory work and the management of kindergartens and institutes.
