The first phase of the new airport line of rail transit is 41.36 kilometers long. It runs through Fengtai and Daxing districts. The underground line and U-shaped channel line are 23.65 kilometers and the ground and elevated lines are 17.71 kilometers. There are three stations in Caoqiao Station, Cigezhuang Station and one depot in Cigezhuang Airport North Terminal. It is scheduled to start trial operation with Beijing Daxing International Airport in September 2019.

Caoqiao Station Hidden in Green Park

Caoqiao Station is an important transfer station on the new airport line. Its public area is designed with large columns and spans, and the space is open. Natural light is introduced through roof skylights and sunken squares to ensure the lighting effect while saving energy and protecting environment.

Beijing Municipal Major Projects Office introduced that considering the main services of the new airport line to the new airport passengers, the internal facilities of Caoqiao Station will also take more into account the convenience of passengers.

Compared with other metro stations, Caoqiao Station has added a number of vertical elevators, and the load of each elevator has been increased to accommodate more passengers and baggage.

In addition, the location of the new airport terminal has been moved from Caoqiao Station to Lize Business District. The original reserved location of Caoqiao Station will be built into a green park of about 60,000 square meters.

The design concept of the new airport line is based on the theme of one belt and one road. The space theme of Caoqiao Station is based on regional characteristics and takes the form of Silk Road Flower Language to design a beautiful garden with flowers and sunshine on the road. Domestic and foreign tourists shuttle in the beautiful garden to experience the vigorous development of China and the warmth and friendliness of Beijing.

Transfer can be achieved at all stations on the whole line.

From north to south, the new airport line is Caoqiao Station, Cigezhuang Station and New Airport North Terminal Station. All stations can transfer.

Among them, Caoqiao Station located in Fengtai District can transfer to Line 10 in operation and Line 19 under construction. Maggezhuang Station, located in Daxing District, will be able to transfer with the planned Beijing Suburban Railway Line S6 in the future. The new airport North Terminal will be built as a comprehensive transfer hub integrating railways, high-speed, public transport and rail transit, which will be able to transfer with the planned R4 line and Beijing-Xiong intercity.

According to the plan, the new airport line will continue to extend northward from Caoqiao Station to Lize Business District, and an air service building will be set up in Lize Business District to transfer with the metro line 14 and 16 under construction and the planned line 11. This adjustment fully responds to the requirements of the new edition of the General Regulation to relieve the function of the central city, reduce the amount and improve the quality, realize the high integration of track and surrounding land, and build an integrated demonstration track hub, which can improve the quality of Lize Business District and further promote the development of Nancheng.

The First Full Cycle Social Capital Participation Investment Route in the City

The new airport line is the citys first investment + Construction + operation full cycle track line using PPP mode (government and social capital cooperation). It is the most extensive and complete PPP project in the field of rail transit in Beijing at present.

Previously, Beijing Metro Line 4, Line 14 and Line 16 have tried PPP mode, but they are limited to the scope of cooperation of equipment + operation. On the basis of the original model, the new airport line introduces social capital from the civil construction link, effectively solves the connection problem between civil construction and equipment, construction and operation. This is not only conducive to the formation of a diversified and sustainable investment mechanism, making the governments financial expenditure less and the investment risk of enterprises lighter, but also promotes the implementation of the State Councils deepening of economic system reform and innovative financing. Ways to broaden financing channels, promote economic restructuring and transformation and upgrading of the lively practice.

It is understood that the winning bidding company of the PPP project of the new airport line is not a single one, but by Beijing Rail Transit Construction Management Co., Ltd. (including Beijing Rail Transit Operation Management Co., Ltd.), Beijing Urban Construction Group Co., Ltd., Beijing Zhengluqiao Co., Ltd. (including Beijing Urban Construction Group Co., Ltd.), and China Railway Construction Co., Ltd. (including Beijing Urban Construction Group Co., Ltd.). China Railway Fourteenth Bureau Group Co., Ltd. and China Railway Twelfth Bureau Group Co., Ltd. are a consortium of four (eight) units. The consortium has injected more than 50% of the total social capital into the PPP project of the new airport line.

According to the agreement, Beijing Urban Railway Construction and Rail Transit Investment Development Co., Ltd., jointly funded by the consortium and the government investor on behalf of Beijing Infrastructure Investment Co., Ltd., is responsible for the investment of the new airport line, and the Urban Rail Transit Construction Management Company is responsible for the construction management during the construction period. Beijing Urban Construction Group Co., Ltd., Beijing Zhengluqiao Co., Ltd., and China Railway Construction Co., Ltd Company Limited and other units are responsible for the construction of the general contract, and Beijing Rail Transit Operation Management Co., Ltd. is responsible for the operation and management.

The concession period of the new airport line project is divided into construction period and franchise period. The construction period is about 35 months (November 2016 - September 2019). The concession period is 30 years from the date of trial operation of the whole line.
