Administration Policy of Housing Provident Fund for Military Civilian Personnel

In order to standardize the management of housing provident fund for military civilian personnel, the Ministry of Logistics and Support of the Military Commission, together with the Ministry of Housing and Urban-Rural Construction, has recently formulated and promulgated a policy for the management of housing provident fund for military civilian personnel. According to the Regulations on Civilian Personnel of the Peoples Liberation Army newly revised by the State Council and the Central Military Commission, as well as the relevant policies and regulations of the state and the army, the main contents of the management policy of housing provident fund for military civilian personnel are as follows:

With regard to the scope of personnel, the civilian personnel who have deposited the housing accumulation fund, including newly recruited civilian personnel and recruited civilian personnel from the former society.

With regard to the base and proportion of deposit, the monthly deposit base of the housing accumulation fund for civilian personnel includes seven items: post wage, grade wage, length of service wage, working allowance, subsistence allowance, military service allowance and reward wage; the limit of the monthly deposit base shall not be three times higher than the average wage of local workers uniformly stipulated by the State, and all those above three times shall be deposited in accordance with three times the monthly deposit. In proportion, units and individuals shall be executed according to 12% of the uniform provisions of the army. The base and proportion of deposits have realized the unified standard of the whole army.

With regard to the time of deposit, the employing unit shall, within five working days from the date of issuing the salaries of civil servants, remit the units deposited and withheld individual housing provident fund to the special account of the housing provident fund of the local administrative agency. According to the provisions of the State concerning the deposit of housing provident fund by new employees from the second month of their employment, newly recruited civilian personnel shall deposit housing provident fund from the second month of approval of recruitment.

With regard to the accrual of interest on provident fund, the housing provident fund for civilian personnel shall be accrued at the interest rate prescribed by the State and enjoy the preferential policy of personal income tax from the date of depositing it into the account of the individual housing provident fund.

In addition, the policy also clarifies the provisions on the withdrawal, withdrawal and use of housing provident fund for civilian personnel after it has been incorporated into local management, and on loans.

The head of the Finance Bureau of the Logistics Support Department of the Military Commission said that the promulgation of the management policy of housing provident fund for civilian personnel in the army had opened the last mile for civilian personnel housing provident fund to be incorporated into the local management system, which provided a system guarantee for better linking up military and civilian policies, improving military and civilian operation mechanism and effectively safeguarding the legitimate rights and interests of civilian personnel.
