Two senior officials were demoted on the same day!
Today (December 18), the website of the Central Commission for Discipline Inspection released two reports on the demotion of senior officials. According to the latest news, recently, with the approval of the Central Committee of the Communist Party of China, the State Supervisory Committee of the Central Discipline Commission filed a case to examine and investigate Li Jianhua, former deputy secretary and deputy director of the Standing Committee of the Gansu Provincial Peoples Congress, for serious violations of discipline and law.
After investigation, Li Jianhua violated the spirit of the Eight Provisions of the Central Committee and accepted banquets that might affect the fair execution of official duties; violated organizational discipline and did not explain the problems truthfully when organizing inquiries; interfered in the selection and appointment of cadres in the former region; violated integrity and discipline and accepted gifts and gifts in violation of regulations; indulged and acquiesced relatives to make use of their influence in their positions to seek personal gains and engage in money and sex transactions.
As a senior leading cadre of the Party, Li Jianhua has lost his party spirit and ignored the requirements of discipline. His behavior has violated Party discipline and constituted a duty violation, which should be dealt with seriously. In view of Li Jianhuas ability to truthfully account for his violations of discipline and law, and most of the problems were not grasped before the organization, he took the initiative to hand in the proceeds of violations of discipline and law in full. He was sincere in admitting mistakes and repenting mistakes, and could be dealt with lightly. In accordance with the relevant provisions of the Regulations on Disciplinary Disposal of the Communist Party of China and the Supervision Law of the Peoples Republic of China, the Standing Committee of the Central Disciplinary Commission studied and submitted to the Central Committee of the Communist Party of China for approval, decided to dismiss Li Jianhua from the Party membership; the State Supervisory Commission gave him a disciplinary dismissal from office, demoted him to a deputy non-leading post and handled retirement procedures; and removed him from the position of member of the 13th Gansu Provincial To terminate its status as a representative of the 13th Party Congress of Gansu Province, to remove its position as a deputy to the 13th National Peoples Congress of Gansu Province in accordance with the procedure, and to collect its illegal income from violation of discipline.
Another punishment was Yang Xihuai, former deputy secretary of Liaoning Discipline Commission and deputy director of provincial supervisory committee. After investigation, Comrade Yang Xihuai violated political discipline, political rules and work discipline and improperly performed his duties in supervising and disciplining work. He accepted entrustment to give care to the people under review and disclose work secrets. He violated the spirit and integrity of the Eight Provisions of the Central Committee and accepted banquets and gifts that might affect the fair execution of official duties. He intervened in and intervened in judicial activities.
As Deputy Secretary of the Provincial Discipline Commission and deputy director of the Provincial Supervisory Committee, Comrade Yang Xihuai has lost his party spirit and turned the power of supervision and discipline into a tool for giving human feelings and seeking personal interests. His actions have violated the Partys discipline and constituted a duty violation. He should be dealt with seriously if he does not converge or stop after the Eighteenth Congress of the Party. In view of Comrade Yang Xihuais ability to truthfully account for violations of discipline and law and the fact that most of the problem organizations are not yet in control, he has a good attitude of admitting mistakes and repenting mistakes, and can be dealt with lightly. According to the relevant provisions of the Regulations on Disciplinary Disposal of the Communist Party of China and the Supervision Law of the Peoples Republic of China, the Standing Committee of the Central Disciplinary Commission studied and submitted to the Central Committee of the Communist Party of China for approval, decided to give Comrade Yang Xihuai the dismissal of his post within the Party; the State Supervisory Commission gave him the dismissal of his official duties and demoted him to a non-leading post at the deputy office level; and terminated his status as a representative of the 12th Collect their illegal income.
Marine warehouse participants noted that although both were demoted, but the degree of two people is very different. In his briefing on Li Jianhuas issue, he lost party spirit, ignored discipline requirements, violated Party discipline and constituted a duty violation, which should be dealt with seriously. Therefore, he was demoted to a deputy non-leading post and was expelled from the Party.
In his briefing on Yang Xihuai, he was still called comrade and said that he had a good attitude of confessing mistakes and repenting mistakes and could be dealt with lightly. Therefore, Yang Xihuai was demoted to a non-leading post at the deputy office level and was dismissed from the party.
It is noteworthy that in the anti-corruption and clean government construction since the 18th National Congress, some senior officials have indeed suffered a cliff-like decline and been demoted from provincial and ministerial levels to non-leading positions such as ranks.
On June 26, 2015, the Political Bureau of the Central Committee of the Communist Party of China deliberated and adopted Some Provisions (Trial Implementation) on Promoting the Ability of Leading Cadres to Up and Down, which came into effect on July 19 of that year. To a certain extent, it revised the hidden rules of officialscareer advancement and retreat. If not good at doing well, or lazy and mediocre government, there is also a risk of being demoted. It also sounds an alarm to some officials who want to drill for Party discipline.
However, it was not after the document was issued that officials suffered a cliff-like fall. For example, on July 16, 2014, Zhang Tianxin, former standing committee member of Yunnan Provincial Committee and former Secretary of Kunming Municipal Party Committee, was abolished as a deputy provincial treatment and demoted to a deputy non-leading post because of violation of discipline and dereliction of duty. In February 2015, Wei Hong, Deputy Secretary of the Sichuan Provincial Committee and governor of Sichuan Province, was suspected of serious violations of discipline. His official post was downgraded to four levels and was downgraded to a non-leading post at the deputy office level. All these phenomena show the Party and the states determination to punish corruption and have a strong deterrent to other officials who violate discipline.
