Since August this year, 89 cases of African swine plague have occurred in 22 provinces in China. In order to prevent and control African swine fever effectively, the State Council explicitly prohibits cross province transportation of pig farms in the epidemic provinces and neighboring provinces. Recently, due to the poor price of live pig production and marketing areas, private slaughtering and slaughtering in some areas have risen. Illegal activities such as water injection and other substances have occurred frequently, seriously disrupting the order of pig slaughtering, increasing the risk of transmission of African swine plague, and threatening the health of the people. In order to implement the Notice of the General Office of the State Council on the Prevention and Control of African Swine Fever and Other Animal Epidemics (State-run Invention Electricity No. 10), the Notice of the General Office of the State Council on the Further Improvement of the Prevention and Control of African Swine Fever (State-run Invention Electricity No. 12), and the spirit of the National Teleconference on the Prevention and Control of African Swine Fever on November 1, the State Council will effectively prevent and control African Swine Fever and guarantee it. The Ministry of Agriculture and Rural Affairs, the Ministry of Public Security and the General Administration of Market Supervision have decided to launch a nationwide campaign to combat private slaughter, prevent and control African swine fever and ensure the quality and safety of pig products from December 2018 to May 2019. Notice of the relevant matters is as follows:
I. General requirements
Special actions to control meat slaughter should focus on combating private slaughter in specialized villages (households) and private slaughter nests, smashing the illegal network of slaughter and slaughter of meat products. Starting from slaughtering, processing and marketing, we should concentrate on comprehensive control of private slaughter and slaughter, crack down on illegal criminals and vigorously standardize the production and operation of pig products.* In order to ensure the quality and safety of pig products, we should ensure that the spread of African swine plague is not caused by private slaughtering.
Smashing a batch of private slaughtering sites to crack down on a number of illegal and criminal acts and arresting a number of criminals and ensuring that the spread of African swine plague is not caused by private slaughtering and slaughtering. Regulate the order of pig slaughtering, increase the proportion of pig slaughtering by 1 percentage point in pig scale slaughterhouses, and complete the standardization of a batch of pig scale slaughterhouses.
II. Major Tasks
(1) resolutely rectify the illegal slaughtering of pigs*
We should focus on the areas around designated pig slaughterhouses, private slaughter villages (households), urban-rural junctions and main traffic roads, adopt the combination of open and secret visits, regular inspection and surprise inspection to thoroughly rectify the illegal slaughtering of pigs, thoroughly destroy private slaughtering and waterflooding nests, confiscate private meat and slaughtering and waterflooding tools, and engage in private slaughtering activities. Or units and individuals providing places or storage facilities for private slaughtering shall be severely punished according to law. We should strengthen the effective link between administrative law enforcement and criminal justice, and firmly investigate criminal responsibility according to law for constituting a crime.
(2) Strict examination of the conditions of designated pig slaughterhouses
We should strengthen the examination of pig slaughter certificates and animal epidemic prevention qualification certificates. All slaughterhouses without designated pig slaughter certificates and animal epidemic prevention qualification certificates shall be banned in accordance with private slaughtering. It is necessary to strengthen the management of the use of fixed-point slaughter certificates for live pigs. If a fixed-point slaughter factory lends or transfers a fixed-point slaughter certificate or a sign, it shall immediately report to the municipal peoples government at the district level to cancel its fixed-point slaughter qualification. For multi-purpose certificates, they should be banned according to law. Whoever falsely uses or uses forged fixed-point slaughter certificates or signs, or slaughters pigs after disqualification of fixed-point slaughter, shall be severely punished in accordance with the relevant provisions on combating illicit slaughter. It is necessary to speed up the pace of standardization of slaughterhouses and promote the establishment of large-scale slaughterhouses in an all-round way.
(3) Strengthen the risk investigation of African swine fever prevention and control in slaughtering
We should closely observe the entry inspection of slaughtered live pigs, and focus on whether the source of live pigs is truthfully recorded, whether slaughtered live pigs are not quarantined, whether the quarantine certificate is true, effective and standardized, whether the pig logo is well worn, whether slaughtered and processed live pigs from epidemic areas, whether slaughtered and smuggled live pigs and other illegal acts. We should intensify synchronous quarantine and strictly deal with suspected African swine fever lesions. It is necessary to highlight the implementation of the disinfection system, and focus on investigating the potential risk points of pig hog entrance, unloading pig hog, waiting for slaughter ring to be regularly cleaned and sterilized, and whether the pig transport vehicles are cleaned or sterilized after unloading.
(4) Strictly control slaughterhouse slaughtering on behalf of slaughterhouse
Strict management of pig slaughtering on behalf of slaughter, slaughterhouses with slaughter on behalf of slaughter should sign long-term agreements with slaughtermen to clarify the responsibility and obligations of both sides in terms of quality and safety. III. Relevant Requirements
All localities should fully recognize the importance of special action for the prevention and control of African swine fever, strengthen organizational leadership, strengthen work security, arrange special personnel to be responsible for the work, refine the plan and clarify the work requirements, coordinate the special action for the regulation of pig slaughter in 2018, the mine clearance action for pig slaughter supervision, crack down on illegal acts in the field of pig slaughter, and do a good job in the prevention and control of African swine fever. Work arrangements such as special operations should be made to firmly promote the special management of combating private slaughter and slaughter. All departments should cooperate closely, share supervision information and form a joint strike force. We should establish a public opinion monitoring system, carefully check and deal with media disclosure issues, promptly respond to social concerns, and publicly investigate and deal with illegal cases.
