[World Wide Web Military Dec. 18] Russian Satellite News Agency reported on Dec. 17 that Russian Foreign Minister Sergei Lavrov said Moscow firmly opposed the abolition of the Guidance Treaty and needed to retain it. For this reason, Russia intends to introduce a resolution in the General Assembly.
We advocate the retention of the treaty, Lavrov said on the radio programme of the Communist Youth League Truth News. The international community has repeatedly recognized that the Treaty is one of the cornerstones of international security and strategic stability. We will try to introduce a resolution in the General Assembly for the second time today, which will advocate reservations.
Lavrov pointed out that the United States continues to avoid professional dialogue on the implementation of the Guidance Treaty.
On October 20, President Trump announced that the United States would withdraw from the Guidance Treaty on the grounds of Russias long-standing violation of the Treaty and its restrictions on the development of new weapons by the United States. U.S. Secretary of State Pompeo said on December 4 that if Russia does not resume compliance with the Guidance Treaty, the United States will suspend its treaty obligations within 60 days. In recent years, Moscow and Washington have often accused each other of violating the Guidance Treaty. Russia has repeatedly expressed its strict compliance with its obligations under the Treaty. Russian Foreign Minister Sergei Lavrov pointed out that Moscow raised very serious questions to the United States about the implementation of the Treaty by the Americans themselves.
