Q: Recently, in response to President Boltons remark that China will take over Zambias power supply company to recover its $6-10 billion debt to Zambia, Zambias presidential spokesman, Shanda, said that the so-called $6-10 billion debt amount was wrong. Unfortunately, such information comes from such a senior official, Shanda said. In fact, Zambia Power Supply Company is not included in Zambias plan to repay its debt to China. What is Chinas comment on this?
A: I also saw the reports. As you all have a common feeling, it is not the first time that U.S. officials have been beaten in the face on such issues. I hope they can learn lessons, reflect on themselves and stop talking about things in the future.
Q: the US presidents national security assistant, speaking on the US Africa strategy, said that the ultimate goal of the one belt and one way construction is to create conditions for China to seek global hegemony. Whats your comment on this?
A: we have said many times that one belt and one road is Chinas International Economic Cooperation Initiative, which does not involve geopolitics, nor is it a strategic tool to compete with. The goal of the Chinese side in promoting the construction of the one belt and one way is to create new impetus for the world economy through all sides equal and mutually beneficial cooperation, promote common development of all countries and reduce the imbalance of development.
The one belt and one way initiative has received extensive support and participation from the international community in the past 5 years, and has made remarkable achievements in the world. Many developing countries, including African countries, have taken an active part in the construction of one belt and one road. Many one belt and one way cooperation projects have taken root in the African continent, and have brought about fruitful results, effectively promoting the well-being of the African people. These partners have the most say in how to evaluate one belt and one road. In fact, some African leaders have expressed their clear positions.
The cooperation between China and developing countries has always adhered to the concepts of cordiality, friendliness and tolerance and genuineness and cordiality, never interfering in the domestic affairs of the cooperation, and never attaching any political conditions. On this point, the international community has long held a public opinion. We hope that some countries, such as the United States, will treat Chinas cooperation with developing countries such as Africa objectively. Instead of talking about it in colored glasses, we should do more practical things for developing countries like China.
Q: On December 15, the second China-Afghanistan-Pakistan tripartite foreign ministers dialogue was held in Kabul, Afghanistan. The tripartite signed the Memorandum of Understanding on Cooperation in Combating Terrorism. Can you provide more information?
A: On December 15, State Councilor Wang Yi and Foreign Minister met with reporters after attending the second China-Ababa Tripartite Foreign Ministers Dialogue in Kabul, and introduced the six broad consensus reached at the meeting.
First, further strengthening the tripartite cooperation is of great practical significance for promoting the common development and security of the three countries and maintaining regional peace and stability. The three sides agreed to make good use of existing foreign ministersdialogues and their strategic dialogues, counter-terrorism security consultations and pragmatic cooperation dialogues to strengthen communication and coordination, plan and promote tripartite cooperation in various fields.
Second, the three parties are willing to strengthen coordination, seize the important opportunities facing the reconciliation process in Afghanistan and promote the early return of the Taliban to the negotiating table. The Afghan side is willing to continue to advance the peace plan previously initiated and strive for the resumption of peace talks. China and Pakistan firmly support the Afghan-led, Afghan-owned reconciliation process and the dominant position of the Afghan side. They will continue to make use of their own advantages and play a constructive role in this regard.
Third, the two sides agreed to further improve bilateral relations, promote positive interaction in political, military, economic, security and other fields, insist on resolving differences through friendly consultation, and properly control what can not be solved for a while, so as to avoid affecting the process of bilateral relations improvement. As a common friend of Ababa, China appreciates this and is willing to continue to provide support and help for the improvement of Ababas relations.
Fourthly, the three sides agreed to strengthen the tripartite cooperation between China and Ababa, and will actively explore hardware projects such as peoples livelihood and transportation infrastructure construction on the basis of continuing personnel exchanges and training.
Fifth, the three parties agree to jointly promote the construction of one belt and one road to promote regional interconnection and economic development. Both China and Pakistan support Afghanistan to take advantage of its geographical advantages and become a hub connecting countries in the region, benefiting from regional cooperation projects, including the China-Pakistan Economic Corridor. The three sides agreed to expand the three party cooperation between China and Abba under the framework of one belt and one road.
Sixthly, the three sides agreed to earnestly implement the Memorandum of Understanding on Cooperation in Combating Terrorism signed during the dialogue, strengthen the policy dialogue on counter-terrorism, promote practical cooperation on counter-terrorism, close exchanges and cooperation on counter-terrorism within the multilateral framework, and firmly combat terrorist organizations such as the East Iran Movement. China will provide support and assistance to both countries in advancing the cause of counter-terrorism and strengthening cooperation in counter-terrorism.
The trilateral foreign ministersdialogue between China and Ababa has been successful. We are willing to continue to maintain close communication with Ababa and implement the relevant consensus of the conference.
Q: The Canadian government said that Canadian diplomats in China have been allowed to conduct consular visits to two detained Canadian citizens. Can you provide details of the visit, including the location of the visit and the specific crimes of the two persons suspected of committing the crime? Where are they being held? How is your health?
A: Last week my colleague Lu Hong answered many of your questions. It is very clear that the two Canadian citizens were enforced by law on suspicion of engaging in activities that endanger Chinas national security. In these two cases, China and Canada maintained smooth consular communication. The Chinese side arranged the Canadian consular visits to the two persons in accordance with the law and regulations, which provided necessary assistance for the Canadian side to perform its normal consular duties. At the same time, the legitimate rights of these two Canadian citizens are also guaranteed.
Q: According to the New York Times, an international manufacturing certification organization will investigate possible forced labor problems in Xinjiang. What is Chinas comment on this?
A: I havent seen the report you mentioned yet, but I have noticed that foreign media have now made false reports on Xinjiang Vocational Skills Education and Training Center. It is hoped that the media can objectively and comprehensively report and look at the relevant issues, and do not blame them on the basis of speculation or hearsay rumors.
Q: What was the outcome and significance of the just concluded United Nations Climate Change Catovitz Conference? What role did China play in this meeting?
A: On December 15, the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change closed in Katowice, Poland. After two weeks of intensive negotiations, the Conference adopted a package of resolutions on the implementation rules of the Paris Agreement as planned, and made further arrangements for the full implementation of the Paris Agreement and the promotion of global climate action.
The Katowitz Conference is an important meeting of the Global Climate Governance process. Relevant parties of the international community have made active efforts to promote a comprehensive and balanced outcome of this meeting. The success of the meeting conveyed a positive signal of adhering to multilateralism and strengthening global action to deal with climate change, boosted the confidence of all parties in the multilateral mechanism of climate governance, and injected new impetus for all parties to promote global governance and move towards a global green low-carbon transition.
The Chinese government has always regarded tackling climate change as its inherent requirement for sustainable development and the responsibility of building a community of human destiny. It has always actively participated in international cooperation in tackling climate change. On the eve of the Catovitz Conference, President Xi Jinping, at the Buenos Aires Summit of the leaders of the Group of Twenty, called on all parties to continue to build a community of human destiny and provide political impetus for international cooperation in tackling climate change, demonstrating Chinas support for the United Nations Catovitz Conference on Climate Change and providing key political guidance and impetus for its success. China, France and the United Nations jointly held a conference on climate change, reiterated their firm commitment to the implementation of the Paris Agreement and sent a positive signal to promote international cooperation on climate change.
During the Katowitz Conference, the Chinese delegation, with a positive and constructive attitude, took an in-depth part in negotiations on various negotiating topics and actively communicated with all parties, making a key contribution to bridging differences and promoting the success of the Conference.
The Paris Accord implementation rules laid a solid foundation for the implementation of the Accord and opened a new era of global climate action cooperation. China is willing to continue to work with all parties to participate constructively in the multilateral process of global climate, effectively implement the Paris Agreement implementation rules, and promote global green, low-carbon and sustainable development.
Question: What exactly do you mean by the false reports you just said about Xinjiang?
A: I havent seen the specific reports you just mentioned, but I have noticed that some foreign media reports about Xinjiang in recent years are based entirely on hearsay, gossip, or pure rumors.
We believe that the international media shoulder the responsibility of telling the world the truth about China. It is hoped that the foreign media concerned will report more actively and objectively the real situation of China, including the Xinjiang Autonomous Region. We are also willing to continue to maintain good communication with foreign media to help you better understand and report the real China in an all-round way.
Q: Last Friday, Canadian Foreign Ministers and Defense Ministers held a 2+2 ministerial dialogue with US Secretary of State and Defense Ministers in Washington. During this period, the Canadian Foreign Minister talked about the detention of Chinese business executives, saying that Canada is based on the principles of the rule of law and international treaty obligations, the United States and Canada are countries that abide by the rule of law and rules. U.S. Secretary of State Pompeo said that illegal detention of Canadian citizens is unacceptable and they should be released. What is Chinas comment on this?
A: As for the illegal detention of Chinese citizens by Canada at the request of the US side, my colleagues have answered the reportersquestions intensively last week and clarified Chinas solemn position.
What I want to say is: when so many things happen, it is surprising that the United States and Canada still boast of abiding by the rule of law and rules. In my opinion, this is no different from the modern version of The Emperors New Clothes. No matter what grand excuses they use and what legitimate clothing they wear, they are not much about ignoring the facts and disdaining the rule of law, making the world laugh.
Over the past few days, many just Canadians have written to the Chinese Embassy in Canada or through the Canadian media to publicly criticize the unreasonable and illegal Canadian practices. Many people in the United States, including the famous economist Sax, have also published articles pointing out the essence and harm of this matter.
China strongly urges Canada to correct its mistakes immediately, release the Chinese citizens concerned, effectively safeguard their legitimate and legitimate rights and interests, and strongly urges the United States to withdraw the arrest warrant immediately.
