Q: In a recent speech on US-Africa strategy, US President Assistant National Security Secretary Bolton said that China and Russia should build financial and political influence in Africa to gain competitive advantage against the United States. Chinas large-scale investment projects in Africa are opaque and corrupt. These projects are part of Chinas one belt and one road strategy. The ultimate goal of the construction of one belt and one road is to create conditions for China to seek global hegemony. Whats your comment on this?
A: I have said many times that one belt and one road is Chinas International Economic Cooperation Initiative, which does not involve geopolitics, nor is it a strategic tool to compete with. The goal of the Chinese side in promoting the construction of the one belt and one way is to create new impetus for the world economy through all sides equal and mutually beneficial cooperation, promote common development of all countries and reduce the imbalance of development.
In the past 5 years, the one belt and one way initiative has won wide support and participation from the international community and has made remarkable achievements in the world. Many developing countries, including African countries, have taken an active part in the construction of one belt and one road. Many one belt and one road projects have taken root in Africa, blossom and bear fruit, and have effectively promoted the well-being of the African people. These partners have the most say in how to evaluate one belt and one road. In fact, some African leaders have expressed their clear positions.
The cooperation between China and developing countries has always adhered to the concepts of cordiality, friendliness and tolerance and genuineness and cordiality, never interfering in the domestic affairs of the cooperation, and never attaching any political conditions. The international community has long argued on this point. We hope that other countries will view Chinas cooperation with developing countries such as Africa objectively. Instead of talking about it in colored glasses, we should do more practical things for developing countries like China.
