What exactly is the operation?

At 15:00 on Dec. 10, the City Public Security Bureau received 110 reports that Zhang Mougui was preparing to urinate in the woods near Jiangbei traffic building in Huicheng District. He was suddenly smashed in the head by someone who could not understand the object and was robbed of more than 8000 yuan of cash in his wallet. Now his head was injured.

The police informed the informant Zhang Mogui about the case in detail (the number of suspects, physical characteristics and direction of escape are not clear). After hearing the complaint, the police launched an investigation in combination with the situation on the spot. After viewing all the surveillance videos, no trace of the suspect was found.

The police again questioned Zhang Mogui, and found that there were many contradictions in the process of the second complaint, which was very unreasonable. Faced with the polices questioning, Zhang finally admitted that the violent robbery case was a farce directed by him.

Police said: Zhang Mogui was entrusted by the company to Huicheng District of Huizhou on December 10, 2018 to deal with traffic violations. Around 14 oclock, the taxi arrived at the traffic building to pay the penalty for violating the regulations. Recently, the taxi wanted to direct a robbery case and take the companys 6,200 yuan as its own. When walking to the forest next to the traffic building, he picked up a stone and hit his left forehead twice. Then he picked up his mobile phone and dialed 110 to call the police.

According to the Law of the Peoples Republic of China on Administrative Penalties for Public Security, the police imposed administrative detention on Zhang Mou-gui for lying to the police and disturbing public order.
